The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.
This position is located in the Strategic Planning Service (SPS), Office of the Under-Secretary-General (OUSG), Department of Safety and Security (UNDSS). The Strategic Planning Service provides strategy advice to, and assists, the Department’s leadership in the fulfillment of core functions of strategic planning and risk management, communications, compliance and evaluation and gender and inclusivity. The Service coordinates the implementation of the Under-Secretary-General’s strategic vision and ensures follow up and monitoring of the Department’s strategic objectives. It ensure adherence with Secretariat policies and alignment of the Department with broader UN agendas and reform initiatives. The Communications Officer reports to the the Public Information Officer.

Responsibilities
Within delegated authority, the Communications Officer will be responsible for the following duties:
1. Ensure the development, production and dissemination of information communication products
– Develop communications products that are consistent with UNDSS corporate goals and priorities;
– Advise on communications and outreach activities of the Department.
– Deliver professional quality communications support, particularly during crises
– Maintain UNDSS and UNSMS platforms, including Social Media accounts;
– Develop storytelling products using data visualization;
– Advise on communications and outreach activities of the Department;
– Research and monitor the evolution of communication processes and techniques, and advise on their implementation to offer innovative business processes and communications.
2. Monitor and analyze current events, public opinion and press; identify issues and trends; prepare research for and handle sensitive media inquiries; organize media coverage both written, audio and video when required.
– Prepare special coverage reports/summaries on specific issues as needed; broker and support UNDSS senior leadership’s press appearances and interviews.
– Attend interviews, draft talking points and briefing papers, help facilitate media contact and requests; organize or participate in the organization of conferences, seminars, etc., prepare briefing materials for UNDSS initiatives or related events, prepare notes of meetings;
– Advise management on appropriate actions/responses;
3. Undertake activities to establish media outreach efforts, disseminate materials, and in consultation with other UN agencies, funds and programs and other information requests, carry out appropriate follow-up action analyzing and reporting on the impact of coverage.
– Participate in management meetings as appropriate to assist and advise on communication and outreach.
– Establish working partnerships with a diverse range of actors and stakeholders; initiate and sustain professional relationships with key constituencies.
– Ensure ongoing effective communication with Inter-Agency Security Management Network (IASMN).
– Organize the clearance, production and distribution of information material; undertake and manage projects and communication campaigns in support of United Nations Security Management System as needed.
– Work with internal clients to assist dissemination of knowledge products and good practices to support country and global policy development and coordination efforts.
– Liaise with other offices both within the Department and external to the Department to identify appropriate communication opportunities and mechanisms that highlight the ongoing work of UNDSS.
– Liaise with communication focal points across the UN system of organizations.
– Prepare ongoing reports on the progress and impact of specific UNDSS initiatives in collaboration with various communities of practice groups.
– Provide ongoing sensitization sessions to staff on advocacy and communications as required.
– Undertake any additional tasks that may be assigned by the Director, SPS, and the Public Information Officer, such as editing, finalizing major reports and speeches.
4. Performs other duties as required.

Knowledge of tools and techniques used for the development of complex, multilingual websites for international organizations comparable to the UN. Education
An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public information, digital marketing or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least five years of progressively responsible experience in communications, public information, journalism, digital marketing or related field is required.
Experience using data visualization and engagement techniques for content development, storytelling and meetings is required.
At least two years of experience in managing websites using Drupal, Office 365, and/or comparable content management systems, including the management and monitoring of social media platforms is desirable.
Experience in producing and disseminating public information materials in the UN system or similar international organizations is desirable.
Languages
English and French are the working languages at the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is temporarily available due to the regular incumbent’s assignment to another position and is available through 30 June 2024. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
