Position Overview

Pact seeks an experienced Communications Specialist to support the implementation of an anticipated US Department of Labor (DOL) funded Project to Improve Adherence to International Labor Standards in the Agricultural Sector in Ecuador. The project seeks to:

  • Improve adherence to international labor standards, specifically related to child labor, forced labor, and the promotion of labor rights, within the agricultural sector, particularly in the banana and cut flower supply chains.
  • Address evidence regarding the prevalence of child labor in the banana and cut flower sectors, as well as to build awareness and capacity to mitigate the risk of other labor rights abuses, including forced labor, and to support efforts to address occupational safety and health issues.

This is anticipated to be a four-year activity (2024-2028). This position is contingent upon award.

Key Responsibilities

The Communications Specialist will build and maintain relations between the project, the media and the public. The specialist will work cooperatively and collaboratively across organizations and stakeholders to produce, track, and/or distribute communications products, and draft a range of communications materials for various audiences and purposes.

Some of the specific duties to be carried out by the successful candidate include:

  • Provide overall coordination of policy papers, talking points and other major means of advancing the DOL agenda, aligning project communications and activities with DOL goals
  • Examine reports, documents, correspondence, memoranda, and other material submitted by members of the office for completeness and conformity to DOL internal and external standards.
  • Communicate processes, strategies and outcomes with partners and stakeholders
  • Developing and publishing press releases, case studies or business proposals
  • Coordinating events and public appearances for Pact employees and stakeholders
  • Planning and initiating communications and campaigns
  • Measuring the performance of project strategies and improving approaches as necessary
  • Managing organizations’ social media accounts and maintaining a positive public image within media networks
  • Giving presentations and educating teams, partners, stakeholders and the public about orgnaizational news

Basic Requirements

  • Bachelor’s degree and 5+ years relevant experience, with a minimum of three years of professional experience in communications work relevant to this project: labor laws specifically related to child labor, forced labor, occupational safety and health and/or other labor rights in the agricultural sector.
  • Master’s degree and a minimum of three years of professional experience in communications work relevant to this project: labor laws specifically related to child labor, forced labor, occupational safety and health and/or other labor rights in the agricultural sector.
  • Proven experience developing and implementing communications strategies through a variety of means, such as traditional, digital, and social media, and/or storytelling.
  • Ability to develop communications strategies using behavioral and social-change communication, including audience segmentation and social mobilization.
  • Demonstrated experience in communicating complex information to audiences of various technical capacity, including dissemination via digital media platforms, preferably related to website design;
  • Experience with social media outreach, campaigns and engagement, community of practice development maintenance, blogs, newsletters, and other forms of modern communication;
  • Knowledge of adolescent girl’s and women’s economic empowerment, gender mainstreaming, and/or labor issues
  • Fluency in Spanish is required.

Preferred Qualifications

  • Previous experience working with US Department of Labor or other US government agencies
  • Ecuadorian nationals are encourged to apply
