These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Community Engagement and Mobilization Officer to join our team in Jos, Plateau State. The Community Engagement and Mobilization Officer will provide technical support for the planning, implementation, monitoring, and evaluation of community engagement and mobilization strategies and strengthening the capacity of NRC staff, partners and their frontline workers in community engagement and mobilization. S/he will support the utilization of evidence-based, best practices and NRC’s CEP SoP and Process to inform planning, development of tools, and materials for project activities in close collaboration with the CFM Coordinator and with leadership of the Project Manager. The post holder will also support NRC’s efforts to address the demand side barriers to Durable solutions and protection of affected individuals, particularly for individuals affected by crises, including girls and children living with disabilities.

Generic responsibilities

  2. Assist with the implementation of the support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function

Specific responsibilities 

  • Provide day-to-day oversight and support towards implementation, monitoring, and supervision of community engagement and mobilization activities across implementation LGAs and communities, in collaboration with project staff, partners, government, and community stakeholders against intended objectives, targets, and timelines.
  • With support from the MEL Coordinator contribute to the carrying out of formative research, baseline assessments, and community mapping, including the development of evaluation protocols, tools, training, data collection
  • Support the development of an evidence-informed CEM strategy, approaches, and activities to influence shifts in community norms, attitudes, and behaviors in support of learning by households and communities, in close coordination with another technical team.
  • Contribute to the development of detailed implementation plans, work plans, and budgets for programs
  • Develop terms of reference, and budgets and seek approval for upcoming activities
  • To ensure timely and accurate mobilization and sharing of relevant information with the communities and stakeholders/local authorities.
  • Facilitate and maintain relationships with community leaders, community members and structures, core groups, and community focal persons.
  • To raise the awareness of relevant NRC Projects with program staff.
  • Facilitating and engaging communities in a full consultation process to develop and deliver projects of activities or improvements specific to their needs
  • Coordinate recruitment of community volunteers and facilitators in consultation with community leaders and LGA partners.
  • Prepare required periodic reports for CEM and community mobilization activities.
  • In collaboration with finance, ensure timely processing and payment of volunteers.
  • Assist in the implementation of action points accruing from the country CFM assessment (baseline);
  • Assist the Area Manager, CFM coordinator, and program staff in capturing and storing best practices and lessons learned for effective knowledge management.
  • Produce activity reports.
  • Provide timely reports to the CFM coordinator, MEL Coordinator, M&E Manager, and Area Manager.

Generic professional competencies:

  • Experience (at least 1-2 years) from working in a humanitarian/recovery context on accountability.
  • Degree in Communications or Social Sciences
  • Documented experience with data collection/ analysis tools including Excel, Kobo/ODK. Photovoice, H frame is a plus.
  • Documented results related to the position’s responsibilities.
  • A good command of English and other languages is an asset.
