We are seeking a Compliance and Investigations Manager to join the Office of Compliance and Internal Audit (OCIA) that conducts comprehensive internal investigations of fraud, abuse, waste, and misconduct allegations. You will also take a leading part in designing, developing, and delivering fraud prevention and compliance programs for projects and offices around the world. A successful candidate will demonstrate their in-depth knowledge and relevant experiences in investigation processes and techniques, U.S. Government funds rules and regulations, as well as finance and accounting. Certified Fraud Examiner (CFE) and/or Certified Internal Auditor (CIA) designations are strongly preferred.

In this role, you will lead complex investigation cases and manage complete case resolution process from initial triage to final communication of investigation results to internal and external stakeholders. To promote operational efficiency in OCIA business processes, you will participate in the assessment and improvement of our current systems and processes. You will work closely with the investigation and internal audit teams to respond to incidents and contribute towards the organization’s compliance risk mitigation efforts.

In addition, you may supervise staff members and provide coaching and mentoring to support their professional development. You will maintain up-to-date knowledge on fraud, investigation, and industry-specific compliance trends and requirements. Knowledge of OMB Uniform Guidance (2CFR200) and Federal Acquisition Regulations (FAR), and other U.S. Government rules and regulations is preferred. Knowledge and experience in international development and / humanitarian crisis context is preferred.

Preferably based in Washington, DC area, reporting occasionally to the FHI 360 DC Office. Other locations in the U.S. may be considered, provided that US eastern standard time are the core business hours.

Accountabilities:

  • Provides leadership to the investigations team throughout the investigation cycle which includes initial inquiry/report, analysis, and final report writing.
  • Leads investigations of irregularities discovered by internal and external auditor reviews or reported through the hotline or other sources.
  • Ensures the investigation documents are received, reviewed, analyzed, and drafted to organizational standards.
  • Reports investigation findings and presents recommended actions based on the findings to appropriate management.
  • Ensures documentation relating to the investigative work is complete as required by applicable regulations and department practices.
  • Actively participates in business process and procedure and case management improvement activities to maintain high quality case data inputs and outputs.
  • Assists management in compiling and presenting analytical data on internal investigations.
  • Authors compliance newsletter articles and develops other outreach materials to promote compliance and fraud prevention.
  • Guides staff members in developing and delivering compliance trainings.
  • Keeps abreast with latest trends in internal controls, investigations, and compliance.
  • Provides coverage for the Compliance and Investigations Director in their absence.
  • Takes initiatives in promoting diversity, equity, and inclusion.

Supervision Given/Received:

  • Manages staff to meet departmental and organizational strategic goals.
  • Sets own goals and determine how to accomplish results within company procedures.
  • Develops and recommends solutions to management to meet needs of the company.
  • Reports to the Compliance and Investigations Director.

Education:

  • Bachelor’s Degree or its International Equivalent in Law, Accounting, Finance, Business Administration, or a Related Field.
  • Certified Fraud Examiners (CFEs), Certified Internal Auditor (CIA), or Certified Public Accountant (CPA) certification is strongly preferred.

Experience:

  • A minimum of 8 years of relevant experience, such as investigation, compliance, ethics, audit, and forensic accounting! With a 3 year minimum of line management experience.
  • Proficiency in gathering, analyzing, and synthesizing information from many sources is critical.
  • Experience in providing outstanding customer service and collaborating with management and stakeholders regarding sensitive matters is required.
  • Project management skills to perform sophisticated activities with solution-oriented mindset is highly desirable.
  • Audit knowledge and skills in finance/accounting and/or information system operations.
  • Knowledge of OMB Uniform Guidance (2CFR200) and Federal Acquisition Regulations (FAR), and other U.S. Government rules and regulations is preferred.
  • Experience in international development and / humanitarian crisis context is preferred.
  • Experience in working independently and as part of a team; must be able to work with a minimum of supervision in the conceptualization, planning, management, and implementation of activities.
  • Excellent organizational skills, attention to detail, time management, and prioritization skills.
  • Demonstrated commitment to diversity, equity, and inclusion.
  • Demonstrated clear and concise communication ability (oral and written).
  • Ability to read, write and speak proficiently in English is a must; foreign language skills (French, Spanish, Portuguese) is highly desirable.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Laptop, Microsoft applications (i.e., Office 365 including Word, Excel, PowerPoint, Outlook Teams, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Ability to travel internationally to developing countries for one to two consecutive weeks per trip, estimated two to four trips per year (approximately 10% – 25%).

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $100,000 – $130,000
