Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The Compliance Officer, reporting to the Compliance Manager, is responsible for conducting due diligence by reviewing and assessing compliance related issues in GCF financed activities and disbursements. The incumbent will ensure that the contractual agreements and investment proposals are in compliance with relevant policies such as the AML/CFT policy, prohibited practices policy, and the compliance risk policy; and shall represent the Compliance team as requested at inter-divisional meetings and discussions. The Compliance Officer shall also work cross-functionally to support the team in conducting compliance risk assessments and managing compliance risks that pose a threat to the Fund’s financial, organizational, or reputational standing.

Purpose

  • Undertakes due diligence of GCF financed activities, including projects and programmes, Project Preparation Facility and Readiness & Preparatory Support, to ensure that the proposals meet the requirements of relevant compliance related policies.
  • Draft compliance assessment findings and finalize the same in consultation with the Compliance Specialist where required

Engagement

  • Engage the team and other divisions within the Secretariat, in addition to external stakeholders, to ensure that the requirements of relevant compliance related policies are met and addressed in all GCF financed activities and relevant operations Collaborate with the Compliance Specialist to create compliance related awareness and training programs

Delivery

  • Provide analysis and contribute to the overall effort of the team in knowledge management particularly on recent development and news of international best practices and technologies in AML/CFT, anti-corruption, anti-fraud and other compliance related matters.
  • Co-ordinate and organize compliance training sessions for GCF personnel and other stakeholders, prepare training materials in collaboration with the team; assess the effectiveness of the training sessions and identify areas for improvement

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree in law is preferred; and/or a master’s degree in accounting, business administration, finance, social science, or related fields.
  • Minimum of 4 years demonstrable experience. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of a postgraduate university degree.
  • Working in a compliance function, including AML/CFT compliance and/or integrity due diligence within a financial institutional, or international development organization is required.
  • Knowledge or experience in other compliance specialisms is an advantage.
  • Professional certification in financial crime prevention (CFE, CAMS or similar) is desirable.
  • Excellent organizational and prioritization skills to deal with high volume of work with tight deadlines.
  • Strong communication and interpersonal skills with ability to exercise tact and discretion.
  • Fluency in English is essential; knowledge of another United Nations language is desirable.
