This position is located in the United Nations Assistance Mission for Iraq, (UNAMI). The incumbent will be based in Kuwait. The Conduct and Discipline Officer will report to the Chief Conduct and Discipline Officer.
Responsibilities
The focus of this position is the planning, implementation, monitoring, and evaluation of conduct and discipline programmes, operations, and other related activities in the country or region concerned.
Within delegated authority, the Conduct and Discipline Officer will be responsible for the following duties:
• Identifies trends/patterns, lessons learned, and best practice relating to conduct and discipline issues with a view to furthering the mission’s objectives in policy development, preventive actions, and awareness-building initiatives.
• Undertakes reviews of alleged misconduct by UN personnel; receives and documents complaints, gathers information, and advises on whether further investigation is warranted; analyzes relevant information and advises on actions to be taken based on an impartial and independent examination of the facts by handling the case assessment cycle from complaint receipt to case closure; liaises with relevant parties and stakeholders internally and externally including victims of misconduct, for timely handling of pending cases and the provision of assistance/guidance; undertakes appropriate follow-up.
• Ensures data accuracy and performs data mining and data analysis for a comprehensive data management system on personnel misconduct that contributes to the development of measures to increase awareness of UN personnel about the UN standards of conduct and to prevent instances of misconduct, e.g. assists in the development and implementation of awareness raising programs, including the provision of training on conduct and discipline matters, develops mission-specific measures to detect personnel misconduct, and ensures compliance with UN standards, proposes strategies for preventive measures, etc.
• Organizes and/or undertakes quantitative and qualitative research and analysis on the consistent application, within the mission, of UN and DPO policies, procedures, and guidelines related to various aspects of conduct and discipline work; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions; produces progress and briefing reports.
• Contributes to maintaining and monitoring a data management system for all categories of personnel misconduct; performs data mining and data analysis to produce narrative and statistical reports.
• Co-manages the Complaint Management Tracking System (CMTS) and Victim Assistance Tracking System (VATS).
• Participates in training, risk assessment, and community outreach activities related to conduct and discipline matters; and contributes to the development and implementation of awareness-raising programs, including training sessions on conduct and discipline matters.
• Prepares various management briefs, narrative and statistical reports for progress monitoring and briefing purposes, etc.
• Contributes to identifying, establishing and maintaining contacts and partnerships with UN and other actors (national and international) with a view to pursuing the agenda for conduct and discipline activities, including assistance to victims of misconduct.
• Provides input for the development and implementation of public information and community outreach measures on conduct and discipline issues.
• Engages in day-to-day coordination of activities with other mission components (e.g. legal officers, personnel, security, training, child protection, etc., and UN entities).
• Performs other duties as required.
Work implies frequent interaction with the following:
• Counterparts and other staff throughout the mission, HQ CDS, as well as UN specialized agencies, funds, and programmes or relevant international and national organizations.
• Members of the host country’s population and representatives of local government.

Demonstrated proficiency in the fields of conduct and discipline, law, human rights, social sciences or human resources management. Education
An advanced university degree (Master’s degree or equivalent) in the field of social sciences, political science, law, human rights, human resources management, or other related fields, is required. A first-level university degree, in combination with relevant academic qualifications and qualifying experience, may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of five years of progressively responsible working experience in positions in the field of conduct and discipline, law, human rights and/or human resources management is required.
Experience in using and administering database applications for the comprehensive management of complaints and victims data in a personnel misconduct context, such as the Complaint Management Tracking System (CMTS) and Victim Assistance Tracking System (VATS), is required.
Experience with data mining and data analysis for a comprehensive data management system on personnel misconduct is required.
Experience in risk assessment and community outreach activities related to conduct and discipline matters is required.
Experience in development and implementation of awareness-raising programs, including training sessions on conduct and discipline matters is required.
Experience with the application of UN rules and regulations related to conduct and discipline is desirable.
Experience working in the area of conduct and discipline in UN field missions is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
