OVERVIEW OF THE FUNCTIONS OF THE POST

Organizational Setting

The Ethics Office is integral to this effort, and it has an overall mandate to act as an independent organ. The office is working under the leadership of the Ethics Advisor who reports directly to the Director-General.

Reporting Lines
The incumbent will work under the direct supervision of the Ethics Advisor.

Technical Focus
Conflict-of-interest (COI) risks can be found in numerous situations and are normally divided between personal and organizational conflicts of interest (OCIs). The Ethics Office provides advice and guidance on personal COIs as part of its mandate, whereas a deeper understanding of OCIs should be gained to understand the scope and implications of these for the Organization. This issue was also highlighted by the Joint Inspection Unit (JIU) in its 2017 report on “Review of Mechanisms and Policies Addressing Conflict of Interest in the United Nations System”, which recommended that Executive Heads of the United Nations system organizations (including UNESCO) should undertake a system-wide mapping exercise of OCIs.

In this context, the incumbent will be tasked to deliver a comprehensive mapping of all Organizational conflict-of-interest risks of UNESCO with an aim to (i) inform the Director-General on OCIs for appropriate Management response; (ii) inform the work of the Ethics Office in the mid- and long-term.

In close collaboration with the Ethics Office, and through desk review and stakeholder interviews, the incumbent will map out UNESCO’s most common OCIs and functional COIs, in whatever form, and where feasible, propose suitable mitigation measures. Specifically, the incumbent will:
• Assess the scope of the JIU recommendation.
• Develop a workplan plan with milestones for review and approval of the Ethics Advisor.
• Review the UNESCO structure, regulations, rules and policies, as well as practices within procurement, recruitment, partnerships, project management, etc. to understand possible COIs within the Organization;
• Identify situations where, because of specific activities or relationships, including but not limited to partnerships/relationships with private, public and other entities, the Organization’s objectivity in performing mandated work and/or activity is or might be impaired, or the Organization may have an unfair competitive advantage.
• Identify situations where, because of specific activities or relationships, including but not limited to partnerships/relationships with private, public and other entities, a third party’s objectivity in performing UNESCO mandated work and/or activity is or might be impaired, or the third party may have an unfair competitive advantage vis-á-vis UNESCO or other third parties.
• Assess whether third party relationships/partnerships with UNESCO, or knowledge derived from such relationships, could give rise to actual, potential or perceived advancement of the interests of a third-party entity to the detriment of UNESCO’s mandate.
• Support Management in assessing and registering risks of situations exposing UNESCO to OCIs and functional COIs; and
• Perform other tasks required to successfully deliver on the present contract.

REQUIRED QUALIFICATIONS

• Advanced university degree in Public or Business Administration, Social Science, Human Resource Management, Ethics, Law, or other relevant field, or first university degree with in lieu years of related work experience or trainings/courses;
• Minimum eight (8) years of postgraduate progressively responsible professional experience in leading and managing projects on ethics or a related field, preferably involving mapping of conflicts-of-interest risks.
• Working knowledge of English and limited knowledge of one UNESCO language (Arabic, Chinese, French, Spanish, Russian).
