The Rapid Response Mechanism (RRM) Consortium consist of three members: The Norwegian Refugee Council (NRC) (grant holder and lead), Save the Children (SCI) and The Danish Refugee Council (DRC). The overall objective of an RRM in Sudan is to ensure that people affected by recent conflict, rapid-on-set natural disasters, and public health emergencies have access to immediate life-saving humanitarian assistance and protection. The unique characteristic of the response mechanism is that it offers a timely alternative to already existing response capacities through a comprehensive and harmonized multisectoral and integrated response package, centered on those in need. Partners deliver a coordinated first line response package, with particular attention to meeting needs in emergency “hot spots” and hard-to-reach areas, within the targeted states.

The Consortium Manager will oversee the consortium management unit and coordinate the work of the steering committee (SC), technical committee, member organizations and donor(s) to achieve the consortium’s objectives.

Specific responsibilities

  • Manage the RRM Consortium members inputs to RRM workplans, reporting, and oversee the design and deliverables of the RRM
  • Manage the RRM Consortium tracking tools, develop new tools as needed to increase monitoring and accountability of Consortium partners implementation.
  • Track progress, consolidate and analyse management information and produce regular reports for the SC.
  • Engage with RRM Consortium partners to increase quality of design and response (including through dedicated workshops and working groups)
  • Manage programme and financial risks, through reviews of financial and logistical reports, organizes due diligence, spot checks, and coordinates audits as required
  • Manage the grant relationship with ECHO, on behalf of the SC, and represent the consortium with other donors
  • Review and Update the RRM Consortium Common Rationale to reflect the expansion and reach of the Consortium, in agreement with the SC
  • Engage with advocacy actors to advance the objectives of the consortium and share information.
  • Support learning across member organizations (and the wider international community) to improve grant effectiveness and better respond to the needs of beneficiaries.
  • Work closely with consortium members (and Steering Committee) to solve problems that may arise during implementation

Generic professional competencies:

  • Advanced university degree in relevant field.
  • Strong communication, inter-personal, facilitation and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organizations.
  • Fluency in English, both written and verbal, with strong writing and editing skills.
  • Minimum 5 years of experience in senior project management and/or coordination for an international organization with responsibility for programming in a humanitarian, conflict or post-conflict context; or equivalent.
  • Proven experience in project cycle management and grant management.

Context related skills, knowledge and experience:

  • Good knowledge about Rapid Response Mechanisms, and some knowledge of the core sectors of first line emergency response, cash, shelter, WASH, protection and nutrition/health
  • Experience working with the ECHO
  • Experience with external representation.
  • Knowledge of Arabic a plus.
  • Experience working in complex emergencies, volatile contexts.
  • Experience working in Sudan and/or the East Africa region, and knowledge of the context an asset.
