The objective of the study is to perform a cost-benefit analysis of the socioeconomic benefits from an adequate national hydrological monitoring system and weather forecasts and early warning information in South Sudan.
The consultant will be expected to:
– Inception Report, including methodology;
– Mission report including online repository of data, literature, and information collected;
– South Sudan Case Study: Socioeconomic Cost Benefit Analysis Report;
– PowerPoint Presentation with Results;
– Carry out other relevant duties as required.
QUALIFICATIONS | ||
Education Master’s degree or Equivalent (PHD would be an advantage) in Economics, Environmental Economics. |

Experience – 10 years progressively relevant experience in socioeconomic analysis (e.g. cost benefit analysis) and/or hydrometeorology. – Working experience in Africa is a plus, especially South Sudan. |

Other requirements – Knowledge of water resources management, climate change issues, and hydrometeorology/climate information services. – Familiarity with key frameworks and global commitments a plus, such as disaster risk reduction and the Hyogo Framework for Action. – Proven experience in the desired fields of the study and demonstrated experience of having undertaken similar studies in the past, preferably in the region. |

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
