Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Joint FAO/IAEA Centre of Nuclear Techniques in Food and Agriculture assists Member States of the Food and Agriculture Organization of the United Nations (FAO) and the IAEA in using nuclear techniques and related technologies to improve food security, alleviate poverty and promote sustainable agriculture. The Joint Centre consists of five Sections, each with an associated laboratory (located in Seibersdorf, 45 km south-east of Vienna), in the areas of: animal production and health; plant breeding and genetics; insect pest control; soil and water management and crop nutrition; and food and environmental protection.

The Animal Production and Health Section and Laboratory assist Member States in improving livestock productivity through the efficient use of locally available feed resources, reproduction and breeding practices, and disease diagnostic tools and control measures.

Main Purpose

The consultant provides technical expertise and improves, updates, maintains, compiles information, imports and exports data and reports of the Animal Production and Health Section’s iVetNet/ZODIAC database. She/he also participates in the organization of events.

Functions / Key Results Expected

Under the supervision of the hiring manager and section head, the consultant is expected to:

  • Develop and finalise the mobile application for upload of equipment and room monitoring records on iVetNet.
  • Update and upgrade iVetNet/ZODIAC database/bioinformatic modules.
  • Provide training and guidance to operate the database platform and modules.
  • Update and import inventory data for the database modules, including records on certification and calibration of instruments/pipettes.
  • Prepare information, compile documents and procedures and provide logistical backstopping to ZODIAC events, capacity building and transfer of technologies.

Qualifications and Experience

  • University degree in information management, social sciences, international relations, or equivalent.
  • Minimum 1 year of experience working in an international organization.
  • Organization, implementation and moderation of international events.
  • Knowledge of programme management based on results.
  • Implementation, monitoring and quality control of national and international projects an asset.
  • Management of data (advance MS Excel knowledge), management of databases (MS Access knowledge desirable), data visualization (qGIS and MS Power BI knowledge desirable) and generation of reports.
  • Knowledge of organizing and structuring standard operating procedures (SOPs) for pathogen detection, bio-risk management, and next-generation sequencing (NGS), whole-genome sequencing (WGS), ISO 17025 quality management requirements/system in shared databases. Knowledge in the development and implementation of geo-visualization tools for ZODIAC, and others is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 150, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
