DUTIES AND RESPONSIBILITIES

In March 2022, United Nations Secretary-General, Antonio Guterres announced that the United Nations would spearhead new action to ensure every person on Earth is protected by early warning systems within five years. The Initiative, called Early Warnings for All (EW4All), is co-led by the World Meteorological Organization (WMO) and the United Nations Office for Disaster Risk Reduction (UNDRR).

In order to achieve the vision of the Early Warnings for All Initiative (EW4ALL), increased coherence and alignment is required among existing and planned investments from international financing institutions, private and public sector entities to avoid duplication and build synergies. The development of a global observatory and the commitment of key financing mechanisms to share information on early warning system (EWS) financing across their portfolio, in alignment with an agreed taxonomy, would support complementarity among EWS investments.

In April 2024, the project proposal EW4All multi-stakeholder accelerator in LDCs and SIDS was approved. The project’s primary objectives are to scale up and strengthen national Multi-Hazard Early Warning Systems (MHEWS) in seven countries through the implementation of the Early Warnings for All (EW4All) Initiative. In addition, this project will support UNDRR and WMO to establish a common understanding of what early warnings investments are (taxonomy), track and tag the current and future investment paradigm vis-à-vis early warnings through a global observatory, and to identify who are investing in early warnings, where these investments are going and towards what actions. This financial tracking system responds to the EW4All Executive Action Plan call for increased coherence and alignment of existing and planned investments from international financing institutions, capital markets and the public sector. The tracking system will help ensure investors/donors are fully aware of ongoing and future investments and avoid duplication and build complementarity. The information gathered about EWS investments will be visualized through a public observatory and will be publicly available to support all partners working in EWS financing, development, and use.

EXPECTED DELIVERABLES:

a) Initial workplan & concept note.

b) A proof-of concept financial tracking web application for the Early Warning for All initiative that combines data from multiple sources (URLs) into a large, central repository for tracking the early warning systems financing in the context of the Early Warning for All initiative:
– The proof-of-concept web application for financial tracking shall be developed thorough a user-centric design process.
– The developed application should be usable in other applications for making dashboards, particularly in PowerBI.
– The application synthesizes key project information extracted from project documents from multiple sources.

c) Presentation – Overview of deliverable

Tasks to be performed by the consultant
a) Design and User Experience:
– Lead the user-centric design process, focusing on understanding the specific needs, behaviors, and challenges of the primary target audience to ensure the web application is intuitive and user-friendly.
– Actively engage with end-users to gather qualitative and quantitative data, informing the iterative design and development of the application.
– Translate user feedback into user requirements and specifications, ensuring alignment with the overarching goals of the initiative.

b) Application Development and Feature Implementation:
– Develop a technical architecture and pipeline that supports the long-term vision of the EW4ALL financial tracking project.
– Create scalable and maintainable code structures and ensuring security best practices.
– Build a proof-of-concept application with high-quality, demonstrable features that address core user needs.
– Develop an automated ETL pipeline that collects data from different sources and loads it into the central database.
– Craft front-end elements that are aesthetically pleasing and conform to accessibility standards, ensuring a consistent and engaging user experience across various devices and browsers.
– Apply the EWS taxonomy to extract key project information from project documents and loads it into the central database for further analysis.

c) Standards Compliance and Technical Integration:
– Ensure the application’s compatibility and integration with key environmental data standards and platforms at WMO.

d) Carry out other relevant duties as required.

QUALIFICATIONS
Education
– High level degree or equivalent in Computer Science, Software Engineering, or a closely related field.
Experience
– A minimum of 8 years of demonstrated experience in combined national and international progressively responsible experience in data analytics, business intelligence, statistics, and web application development, with a focus on machine learning and AI and a solid understanding of finance.

– Previous work on environmental and finance projects is highly desirable.

– A track record of successful user interface designs and implementations deployed in real-world applications.

– Proficiency in programming languages such as SQL, C++, JavaScript, and Python.

– Good knowledge of cloud engineering on Google Cloud Platform (GCP) and Microsoft Azure.

– Good knowledge of application development with generative AI (Vertex AI of GCP).

– Proven experience in data visualization using software, such as PowerBI and ArcGIS.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage
