DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Head of Applied Climate Services (H/ACS) and the supervision of WMO Climate and Energy team leader.
The incumbent will perform the following duties:
– Develop project pre-proposals and mobilize resources for renewable energy services and Water-Energy-Food (WEF) nexus framework at regional level, tailored to Members’ specific needs;
– Support current WMO ongoing projects in Member countries, especially in Africa, and liaise with relevant stakeholders;
– Draft contributions and provide inputs to several energy sector joint initiatives with World Trade Organization (WTO), Latin American Energy Organization (OLADE), United Nations Economic Commission for Europe (UNECE), UN-Energy, EU and United Nations Industrial Development Organization (UNIDO), helping Member countries transition towards climate-resilient energy systems;
– Develop communication and advocacy strategy on how to position WMO energy initiatives at international and regional level, ensuring National Meteorological and Hydrological Services (NMHSs) remain informed about ongoing activities;
– Carry out other relevant duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
1. Draft pre-proposal for two regional projects: one focused on renewable energy services related to mitigation in Africa, Southeast Asia, or South America, and another one on the water-energy-food nexus for the MENA region.
2. Respond to requests and inputs linked to international energy sector initiatives, as needed.
3. Create and disseminate news articles, social media content (both textual and visual), and other relevant communication materials to effectively promote and raise awareness of ongoing and planned WMO energy and climate activities.
4. Develop an effective communication and advocacy strategy to elevate WMO relevance for the clean energy transition.
5. Identify and document the gaps and needs in energy services at global, regional, and national levels, providing actionable recommendations and linking them to the developed project proposals (Theory of Change).
QUALIFICATIONS | ||
Education Advanced University Degree in meteorology, climatology, environmental sciences, or related discipline. |

Experience – Minimum relevant work experience of 10 years. – Extensive Experience in technical aspects of project proposals development. – Proven knowledge on the application of weather and climate services for the energy sector. – Knowledge on global energy initiatives and experience in contributing to energy international fora. – Previous work experience in the United Nations will be an advantage. |

Other requirements – Skill in the technical development and application of weather and climate services for the energy sector. – Knowledge of WMO working arrangements and activities of the WMO Study Group on Renewable Energy Transition. – Skill in communication and advocacy. – Excellent oral and written communication skills. – Proven analytical and writing skills. |

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
