Purpose of consultancy

The Technical Division is UNFPA’s unit responsible for providing thought leadership and developing corporate guidance and tools in support of the implementation of the UNFPA mandate. As such, it identifies critical areas to advance the implementation of the ICPD Programme of Action and generates global resources and knowledge that is useful to support regional and country offices in their programmatic work and policy dialogue.

In the context of the upcoming 30th anniversary of the ICPD, and the strategic inflection point that the world is in regarding the challenges and opportunities to achieve the SDGs, the Technical Division is undertaking urgent action to further consolidate and advance the organization’s work to implement the technical mandate of UNFPA.

This includes updating and developing new global strategies and guidelines, facilitating the use and dissemination of field-relevant corporate guidance, rolling-out cutting edge knowledge product, delivering innovative training programmes prioritizing a corporate research agenda and bringing greater clarity to how the organization is implementing its technical mandate.

In early February 2023, the UNFPA Global Technical Meeting (GTM) was held under the tagline ‘Connect, Transform, Deliver”. The meeting was convened in view of the need to accelerate progress towards the transformative results and the strategic inflection point that UNFPA faces with the upcoming Strategic Plan mid-term review, ICPD30, SDG review and Summit of the Future.

The GTM represented the first gathering of UNFPA’s global and regional technical experts since 2004 and it provided a platform for stronger coordination, collaboration, sharing and building a coherent approach to providing quality technical assistance at all levels of the organization.

An operational action plan to take forward the next steps from the GTM is being finalized.

This consultancy is aimed at supporting TD’s strategic communications work relating to follow-up action from the GTM to ensure technical excellence in achieving the transformative results of the Strategic Plan.

Scope of work

Under the guidance of the Technical Division Director and Directorate staff, the consultant will be responsible to:

  1. Develop a comprehensive strategic communications plan to support implementation of the follow-up actions of the GTM (refer to the post-GMT Action Plan)
  2. Support the development of a knowledge portal for dissemination of technical products;
  3. Design and develop communication materials such as video, website, social media, reports, presentations, and visual materials.
  4. Coordinate with internal and external partners for any relevant consultations as this pertains to TD’s communication around follow-up from the GTM;
  5. Support broader divisional communications activities including the development of periodic newsletters and social media engagement.

Required expertise, qualifications and competencies

The consultant must have:

  1. Bachelor’s degree and at least 10 years professional experience in communications, media studies, graphic design, multi media production, video and audio editing or any other related field.
  2. Excellent writing skills including experience writing for a wide audience, ranging from technical experts to general public.
  3. Content creation and creative storytelling experience and skills
  4. Strategic knowledge of visual communication skills pertinent to the development of visual identity, branding and communication assets.
  5. Proven experience in combining creative content development and critical thinking skills.
  6. Skills in media creation platforms (Adobe, Microsoft, Canva and Google suite, editing software, online platforms etc) are a plus.
  7. Fluency in English is required, other UN languages are a bonus.
