The purpose is to identify the opportunities and recommend structural moves for the establishment of a forward-looking structure fostering innovation and new initiatives within the sections.

The incumbent will perform the following duties:

For CNF:
– Conduct a study about the dynamics, roles and innovation solutions for conferences services offered, if needed in comparison with other organizations;

– Identify barriers to efficiency and resource optimization;

– List working methods that do not add value or may delay results and work with the team on finding alternative solutions;

– Suggestions for the realignment of the structure to adapt to new requirements and identification of leveraging collaborations with other sections (especially LSP, Knowledge Management and Business Innovation) to achieve best practices.

For LSP:
– Conduct a about the dynamics, roles and innovation solutions for linguistic services offered, if needed in comparison with other organizations.

DELIVERABLES AT THE END OF THE CONTRACT:

Final report with:
– Proposals to improve CNF and LSP structure either in line with existing structure or using it as a basis for other recommended scenarios. Several options can be proposed;

– Identifying communication and operational gaps between the sections and with clients, required client services and appropriate staff profile;

– Suggestions on internal collaborations with clients to improve delivery of services.

QUALIFICATIONS
Education
Master’s degree in international administration.
Experience
– Designing and developing policies, rules, and procedures.

– At least 15 years experience working in UN agencies with management and strategic responsibilities and exposure to official meetings and documentation departments.

Other requirements
– Knowledge of the production of official documents and reports and of the organization of meetings.

– Knowledge of WMO.

Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
