DUTIES AND RESPONSIBILITIES

BACKGROUND:

Madagascar’s Direction Générale de la Météorologie (DGM) has requested support in relation with modernizing its hydrological and meteorological data management systems, and a weather and hydrometeorological forecasting room, making optimal use of license-free, lifetime licence or open-source solutions.

The objective of the consultancy is to support the design of both a data management system and a forecasting system, together with specifications for technical rooms, based upon the assessment of the current infrastructure and information systems, the analysis (cost, benefits and expertise required) of different options, and the design of the overall architecture for systems to be put in place (including any required civil and engineering works), and the development of the required technical specifications. The overall design should also include specifications for fire security and take into account solutions to monitor the temperature, humidity and precautions against floods.

The purpose of the consultancy is to provide support to DGM for the design of DGM data management and forecasting systems and technical rooms.

The consultant will perform the following tasks:

– Assessing the current infrastructure and information systems.
– Analysing different options for the forecasting systems.
– Designing the overall architecture for the information systems to be put in place and any required civil and engineering works.
– Recommending solutions to monitor the temperature, humidity and precautions against floods.
– Providing advice on fire security.
– Drafting technical specifications for the overall design.

DGM will provide staff support to the process.

DELIVERABLES:
The consultant will be requested to provide 3 deliverables:
– April 2025: Inception report with detailed methodology and work plan;
– May 2025: Report with the assessment of the current systems and infrastructure;
– June 2025: Report with all required designs and technical specifications.

QUALIFICATIONS
Education
Diploma appropriate to the development of the design of DGM data management and forecasting systems and technical rooms (e.g. meteorology, hydrology, ICT).
Experience
Minimum 10 years’ experience and sound knowledge of meteorological, climate and hydrological data management and forecasting systems, and ICT related requirements for the technical rooms.
Other requirements
Availability during the proposed period:
The consultant will provide a blend of in-country and remote technical support, including a minimum of one-week mission for on-site assessments.
Languages
Excellent knowledge of French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Band C/D : 390-750 USD per day depending upon experience, knowledge and skills.
