The consultant will closely coordinate with EW4All/WRP partners in the Pacific to develop a legislative guide to support the development and periodic review of relevant domestic laws, regulations, and policies pertinent to inclusive EWEA in the Pacific. It is intended that the resource will provide specific guidance across all four pillars of the EWS value chain, provide specific recommendations on anticipatory action and integrate gender and inclusion aspects throughout. The development of the guide will be based on:
a) A literature review of available secondary sources relevant to governance aspects of early warning and anticipatory action in the Pacific (global, regional, national). This includes review of examples of relevant guides to provide practical insights and detailed methodologies that can be applied to similar contexts;

b) Development of EWEA legislative assessment criteria;

c) Identification/ mapping and analysis of domestic legislative and policy arrangements relevant to early warning and anticipatory action in all Pacific countries, as appropriate;

d) Deep dive case studies in at least five (5) Pacific countries, identifying examples of good practice;

e) Design and conduct of key informant interviews and design and delivery of stakeholder consultations;

f) Development of guidance and recommendations;

g) Final development of a legislative guide and accompanying short form advocacy/ communications materials as required;

h) Carry out other relevant duties as required.

QUALIFICATIONS
Education
A Bachelors (BSc.) or masters (MSc.) degree in the field of Law is required.
Experience
– Minimum five (5) years of experience in the areas of disaster risk management, Early warning systems, resilience, public administration, and/or organizing training and capacity building workshops/courses in these areas is required.

– Work experience with relevant national and subnational stakeholders in the Pacific Region is required.

– Experience in drafting strategic planning documents, reports and conducting consultations with stakeholders is desirable.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
