DUTIES AND RESPONSIBILITIES

The objective of the consultancy is to facilitate the development the national roadmap for the EW4All initiative in Mozambique, providing technical advisory, policy support, capacity building, and stakeholder engagement in the fields of hydrology and meteorology.

Under the supervision of the project manager, the consultant will work closely with representatives from Mozambique; and with others, as needed. The consultant will perform the following tasks:

– Facilitate the development of a comprehensive national roadmap for EW4All, ensuring alignment with government objectives and priorities;

– Provide expert technical advice on hydrological and meteorological matters to government officials and stakeholders to aid the implementation of EW4All pillar 2 plan;

– Assist in formulating and implementing policies and strategies related to hydrology and meteorology, adhering to international standards and best practices;

– Prepare and input into the technical training sessions and workshops to enhance the capacity of government staff and stakeholders in hydrological and meteorological techniques;

– Collaborate with various stakeholders to foster partnerships and facilitate information sharing in the field of hydrology and meteorology, in accordance with EW4All national objectives;

– Carry out other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

The consultant will provide the following deliverables to WMO:
– End July 2024: Inception report and finalized EW4All roadmap (ready for endorsement).

– End August 2024: Finalized and endorsed plan for technical support from WMO to Mozambique, specifically addressing hydrology and meteorology under pillar 2, including terms of reference for activities to be undertaken under Sweden EW4All and CREWS SWIO projects.

– End October 2024: Final report with details of timely and effective delivery of technical support in accordance with the agreed-upon plan.

QUALIFICATIONS
Education
Advanced degree (PHD) in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.
Experience
Minimum 15 years of experience in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.

Experience working in Mozambique is preferred.

Other requirements
The consultant will provide a blend of in-country and remote technical support, including three one-week missions for on-site assistance and facilitation of workshops or training sessions.
Languages
Excellent knowledge of English and Portuguese (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Payband D: 620-750 USD per day depending upon experience, knowledge and skills.
