Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA’s scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA’s mandate.The Programme and Budget Section plans, coordinates and supervises the timely and accurate preparation of the IAEA’s programme and budget documents, ensuring innovative financial policies and strategies and a results-based approach, as well as monitoring the day-to-day implementation of the budget so as to promote effective and efficient use of resources.

 

Main Purpose

The Financial Management Consultant advises the Director in the coordination of the activities of the Division, performs analysis on efficiencies, cost savings and key financial metrics for the Division. The consultant also provides recommendations on divisional communication. S/He Builds collaborative working relationship within the Division and across the Agency with MTBF`s key stakeholders in order to provide the best possible advice on the efficient delivery of the MTBF`s services.

Functions / Key Results Expected

• Provide strategic recommendations on financial matters and draft policies and documents, as needed.
• Ensure preparation and quality assurance of Board documents.
• Coordinate MTBF clearances of all official documents such as documents for the Board of Governors and General Conferences and other official publications.
• Coordinate the implementation of divisional projects and initiatives and cross-cutting tasks.
• Act as the Communication Focal Point for MTBF, developing effective communication with internal and external stakeholders, producing materials as needed.
• Support the implementation of full cost recovery policy.
• Provision of high-quality professional advice to MTBF`s clients on financial matters.
• Prepare MTBF HR plan, monitor implementation, and forecasts (in close collaboration with Admin Assistant Pool). Update the MTBF Director and Section Heads on monthly basis (in the MTBF Management meeting).

Qualifications and Experience

  • Completed university degree (Bachelor’s) in finance, business administration or related field.
  • Minimum of seven (7) years of progressively responsible experience in financial management and advisory services.
  • Knowledge and understanding of audit and financial management functions.
  • Knowledge of financial and budgetary procedures and techniques and procurement of goods and services.
  • Substantive experience in drafting clear, concise and accurate documents setting out facts, analysis and conclusions.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 375, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
