Result of Service

The overall objective of this consultancy is to support some of the Section’s key priorities and deliverables during the upcoming months by:

1. Streamlining planning and associated workflows and templates for the 2023 CBPF Annual Report exercise, for timely preparation of narrative content, data extraction and analysis, thereby leading to the production and dissemination of high-quality reports to ensure strategic communication with key audiences including donors; and

2. Development of the internal/external Business Intelligence systems as per requirements of the Section and stakeholders, such as automating the calculation of Fund balances; supporting data management implications related to the harmonization of the administration of all CBPFs under OCHA; providing data for engagement with the UN Board of Auditors’ review; and analyzing data and achievements in effective programming areas building on additional data sets as a result of the launched of the ‘One Grant Management System’ (OneGMS).

The successful implementation of our Section’s priorities, specifically in terms of data management, analysis, and presentation, necessitates the temporary recruitment of a consultant. Her/His expertise will contribute to achieving our objectives by creating and revising templates that enable consistent and systematic manual extraction of data from all Funds related to the specified workstreams.

Duties and Responsibilities

Under the leadership of the Chief of the Section and the direct supervision of the Head of the Fund Management Support Unit, the Programmatic Data Specialist will be responsible for the following duties:
Leads streamlining of the 2023 Annual Reporting exercise, including but not limited to:

1. Coordinates with DVU to ensure the 2023 Annual Report template design incorporates lessons learned from the 2022 process.

– Improves marketability and strategic value proposition of the CBPFs through reviewing all allocation statements, identifying innovative achievements and programming highlights to be included in the reporting.
– Provides technical expertise to simplify the Annual Report review process, including support to CBPFs on the presentation of data and preparing appealing narrative content.
– Streamlines data processing and analysis, including statistical analysis and data analysis from OneGMS.
– Collaborates with CBPFs and respective Desk Officers to ensure accurate presentation of data.

2. Facilitates the development of the internal/external BI systems, including but not limited to:

– Manages contribution, allocation, reporting, and refund data to support the harmonization of CBPFs administration under OCHA.
– Compiles historical data to reflect Fund Balances.
– Works with technical experts to create user interfaces, such as dashboards for analyzing OneGMS data related to programming themes such as AAP, GBV, Cash, etc.

3. Performs other assignments as tasked by the supervisor.

Qualifications/special skills

Academic Qualifications: University degree (minimum bachelor or equivalent) in data management, public administration, international relations, economics, monitoring and evaluation or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience in data management as well as project coordination are required.
Experience supporting conceptualizing and drafting humanitarian publications/reports is required
Ability to design and “lay-out” large advocacy material is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French and/or Arabic is desirable.
