Duties and Responsibilities
BACKGROUND
The Republic of South Sudan established its Financial Intelligence Unit (FIU) to oversee Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) related matters in 2019. Since its establishment, the FIU has received high level of commitment from the State as a key fundament for socio-economic development. In 2022, South Sudan’s FIU joined the Eastern and Southern Africa Anti-Money Laundering Group (ESSAMLG) and earlier received from the Financial Action Task Force (FATF) a series of recommendations to strengthen its capacity in AML/CFT supervision and improve the effectiveness of South Sudan’s AML/CFT regime.
This National Financial Intelligence Risk Assessment (NRA) would help FIU to identify, assess, and understand the money laundering and terrorist financing (ML/TF) risks in different sectors of the economy, and will serve as a basis and reference for FIU to take actions to implement other FATF recommendations in a risk-based approach to combat ML/TF activities.
Given the importance of AML/CFT in South Sudan’s development agenda, ECA is providing technical assistance to FIU to strengthen its capacity in understanding the ML/TF risks in South Sudan and would require the work of an experienced consultant to carry out the NRA,
DUTIES & RESPONSIBILITIES
Under the supervisor of the Chief, Innovative Finance and Capital Markets Section (IFCMS), Private Sector Development and Finance Division (PSDFD), the consultant will be responsible for the following tasks:
– Collect reliable data and information from government entities, businesses in various sectors, and other stakeholders in South Sudan, and from existing research, studies, reports, and other open-source information.
– Adopt internationally recommended tools and methodologies, including the National Money Laundering and Terrorism Financing Risk Assessment Tool developed and provided by the World Bank, and practice recommended by ESSAMLG and FATF for risk assessment.
– Carry out high-quality, in-depth desk analysis within the planned timeline.
– Identify and assess ML/TF and other risks (risk matrix) related to financial crime in South Sudan, including existing internal risks controls
– Benchmark the outputs, including a National Financial Intelligence Risk Assessment Report and a presentation on the key findings in the Report, to similar outputs from other countries in terms of format and quality.
– Present the report and key findings to ECA, FIU, and stakeholders.
Qualifications/special skills
Work experience in financial intelligence including AML/CFT, hands-on data collection, use of methodological tools for analysis of ML/CF risks
Previous experience of working with international organizations and African countries is highly desirable.
Report writing skill
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required for this consultancy. Knowledge of another UN official language is an advantage.
