Satisfactory draft regional implementation plan of the Pacific Regional Framework on Climate Mobility, which incorporates the feedback and views of the stakeholders in the Pacific Specific outputs with indicative timeline are as follows A. Background review of the literature and relevant documents, including • the reports of national consultations and stakeholder consultations undertaken prior to the development of the Regional Framework and bilateral national consultations undertaken in the context of national implementation of the Regional Framework in 2024 (IOM) • earlier versions of the draft Regional Framework • Pacific regional frameworks and their implementation plans • Relevant Asia-Pacific or global frameworks and implementation plans B. Inception paper and presentation to the project partners for feedback (tentatively by June 2024) C. Draft implementation plan of the Pacific Regional Framework on Climate Mobility • Preliminary draft reflecting the feedback received on inception paper (July 2024) • First draft (by August 2024) D. Revised draft incorporating the initial feedback by JWG and JWG Co-Chairs (September 2024) E. Revised draft implementation plan of the Pacific Regional Framework on Climate Mobility incorporating feedback at the regional consultation meeting (November 2024)

Duties and Responsibilities
Background of Assignment: Climate change and disasters have had far-reaching impacts on human security and mobility in the Pacific Islands, especially in atoll countries and low coastal regions. Future projections of global warming indicate that such trends and increased risks are likely to continue in the absence of significant and scaled-up global mitigation and adaptation efforts. While Pacific Island countries are at different stages in the development of national policies to address mobility related to climate change, common challenges and gaps in laws and policies exist in addressing the challenges related to climate-related mobility and human security. In November 2023, Pacific Island Forum leaders endorsed a Pacific Regional Framework on Climate Mobility (hereafter “the Regional Framework”) to collectively address these challenges while acknowledging Pacific diversity. The Regional Framework, a high-level political commitment, incorporates the voices of Pacific communities gathered through national and stakeholder consultations. The development of the Regional Framework was overseen and guided by the Joint Working Group on Climate Mobility (JWG) of Pacific member governments and relevant partners, co-chaired by the Governments of Fiji and Tuvalu. To operationalize the Regional Framework, further work is required to translate it into actionable plans at the regional level. The development of an implementation plan for the Regional Framework will continue to be a state-led process, with the JWG playing a critical role in consolidating views from across the region and stakeholders in the development of the implementation plan. Economic and Social Commission for Asia and the Pacific (ESCAP), in collaboration with partners, supported Pacific member governments in developing the Regional Framework through the Pacific Climate Mobility and Human Security (PCCM-HS) programme, which includes the International Organization for Migration (IOM), International Labour Organization (ILO), ESCAP, the Office of the United Nations High Commissioner for Human Rights (OHCHR), Pacific Islands Forum Secretariat (PIFS), and Platform on Disaster Displacement (PDD). PCCM-HS programme continues to support and provide technical assistance to the Pacific member governments in developing an implementation plan for the Regional Framework in alignment with the Pacific Island Forum process. Duties and Responsibilities: Under the overall supervision of the Head of the ESCAP Subregional Office for the Pacific, the consultant will prepare a draft regional implementation plan for the Regional Framework to guide actionable / operative responses for the Regional Framework. The scope of the implementation plan should: • (i) strengthen regional collective approach (ii) provide regional/collective support to leverage national level actions and (iii) be leveraged by and linked with the national level responses and strategies. • capture and respond to issues and concerns raised (i) during the process of developing the Regional Framework and (ii) during the stakeholder consultations which will be organized under PCCM-HS programme during the contract period. • contribute to the identification of gaps in implementation and initiatives by countries, development partners and organizations and non-state actors. • guide the development of indicators for monitoring and evaluation where applicable. The tasks of this consultancy involve technical assistance to the work of JWG through; • Preparation of an inception paper to suggest the scope and present possible options based on o inputs at the previous consultations (relevant documents to be shared by ESCAP), o review of relevant existing regional and international frameworks and implementation plans, in particular those coordinated by PIFS (e.g., the Framework for Resilient Development in the Pacific (FRDP),the 2050 Strategy for the Blue Pacific Continent and its implementation plan etc). as well as those beyond PIFS and where appropriate other world regions. • Participation in consultation meetings with PCCM-HS partners and stakeholders as required and revision of the draft implementation plan to reflect the inputs and feedback at the meetings. The tentative plan for the consultation meetings is o Technical meetings of PCCM-HS partners (online participation/conversations) o Technical Working Group on Human Mobility of the Pacific Resilience Partnership (PRP) (online participation) o Joint Working Group (tentatively in the third quarter of 2024) (online participation) o Preparatory webinar for regional consultation meeting (online participation) o Regional consultation meeting on zero draft of the implementation plan (tentatively in October 2024) (in-person participation expected) • Development of the draft regional implementation plan, reflecting the feedback and discussion outcomes from meetings listed above (including the outlining of the already discussed implementation arrangement at regional level). • The draft will be signed off by the JWG Co-Chairs (to be communicated through ESCAP as part of the JWG Secretariat)
Qualifications/special skills
Academic qualification: • Advanced or post graduate degree in international relations, law, climate change, disaster risk reduction, public policy and related disciplines Experiences: • Minimum of 10 years experience in work related to regional policy-making setting and development of regional strategies. • In-depth understanding of climate change adaptation, migration, DRR and human security • Understanding and experience in regional and international, agreements and negotiations • Demonstrated experience in stakeholder engagement and consultations would be an asset • Knowledge of Pacific subregional inter-governmental processes is highly desirable • Research experience on relevant areas (international relations, regional strategies, Pacific islands) is highly desirable
