DUTIES AND RESPONSIBILITIES
Under the supervision of the WMO Representative for North, Central and West Africa and in coordination with the Directors of National Meteorology of SODEXAM, the incumbent will perform the following duties in Abidjan (Côte d’Ivoire):
1. Data Analysis:
Perform an analysis of quantitative and qualitative data regarding the current employment, workforce, and skills available within SODEXAM.
2. Forecasting:
Project the short-term (1 year) and medium-term (3 years) needs for workforce and skills, assuming the successful completion of the VIGICLIMM project and the full operational capacity of SODEXAM to deliver services to the public and other end users.
3. Needs Exploration:
Explore future needs for staff, skills, and job roles, taking into account experiences from similar organizations like Météo France Internationale.
4. Gap Analysis:
Analyze the gaps between projected resources and future needs to identify discrepancies and areas requiring intervention.
5. Organizational Design:
Define a target organizational structure that integrates the necessary resources to meet future demands.
6. Action Plan Development:
Define an action plan for adjustments such as recruitment, assignments, mobility, redeployment, and training.
7. Workshop Facilitation:
Lead workshops dedicated to the development and validation of tools necessary for the implementation of the GPEC strategy.
8. Training:
Train key personnel at SODEXAM with the necessary tools to effectively manage the GPEC system internally.
9. Monitoring and Evaluation Plan:
Prepare a monitoring and evaluation plan to ensure the effective functioning of the GPEC system and make adjustments as necessary. ( Key Performance Indicators (KPIs), Data Collection and Analysis, Reporting Framework.)
The following deliverables corresponding to the duties listed above – will be provided to WMO:
– Inception Report:
A report that outlines the initial conditions, framework, and strategic direction at the commencement of the GPEC consultancy. It includes an overview of planned activities, initial findings, and the groundwork laid for the successful implementation of the GPEC system at SODEXAM.
– HR Management Diagnostic Report:
A comprehensive report on the current state of human resources management at SODEXAM, identifying existing capabilities, gaps, and areas for improvement.
– GPEC Tools Report:
A report detailing the tools developed during the consensus and validation workshops. These tools are essential for the effective implementation and management of the GPEC system.
– Action Plan and Monitoring Report:
A detailed report outlining the action plan for necessary adjustments in recruitment, assignment, mobility, redeployment, and training. This report also includes a plan for ongoing monitoring and evaluation to ensure the GPEC system functions effectively and meets its objectives.
QUALIFICATIONS | ||
Education A higher education degree, equivalent to a master’s degree (Bac + 5 years) in Human Resources Management or a related field. |

Experience – At least 10 years of experience in conducting similar HR management roles or consultancy projects. – Proven expertise in designing, developing, and implementing GPEC systems. – Experience in facilitating workshops and training sessions. |

Languages Excellent knowledge of French (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
