The WMO is looking for:

An experienced evaluator to conduct an ex-post evaluation of the HIGH Impact Weather lAke sYstem (HIGHWAY) Project.
The primary objective of the evaluation is to assess the effectiveness, impact, and sustainability of the HIGHWAY project.

DUTIES AND RESPONSIBILITIES: Under the overall guidance and supervision of the Senior Internal Auditor,
Internal and Oversight Office, the consultant will perform the following duties:

1. Prepare an inception report that which interprets the TORs and describes the approach and methodology of the evaluation;
2. Develop and administers a stakeholders questionnaire;
3. Conduct interviews with project staff, beneficiaries, implementing partners, and relevant partners;
4. Undertake site visits to selected project locations to gather firsthand information and assess project impact;
5. Prepare a draft evaluation report with summary recommendations;
6. Prepare a final evaluation report, which incorporates feedback from stakeholders and the WMO.

QUALIFICATIONS
Education
A graduate degree in development studies, international relations, social science or related field.
Experience
a minimum of 10 years’ experience in design, management and evaluation of programme or project development, designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports.
Other requirements
Experience in undertaking evaluation work globally, particularly of programmes, projects or structures of the UN system;
– Experience in the evaluation of disaster risk reduction, early warning systems, and resilience-building projects;
– Ability/experience to facilitate consultation workshops;
– Knowledge of gender and vulnerability issues is also preferable.
Languages
Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

1. A technical proposal providing brief approach to be used to conduct this evaluation, with a description of how the candidate’s skills, qualifications and experience are relevant to the required qualifications of this assignment;
2. A list of previous evaluations that are relevant to the context and subject matter of this assignment, indicating the role played by the consultant applying (it can be highlighted in the CV);
3. A copy of the candidate’s curriculum vitae;
4. A statement confirming their availability to conduct this assignment and that the candidates have no previous involvement in the implementation and delivery of the project to be evaluated, or a personal relationship with any WMO Officials who are engaged in the project;
5. The names of two referees (including phone and email) who can be contacted;
6. Copies of two reports in which the evaluator has been the sole evaluator/ team leader/ team member in the last five years;
7. A financial proposal indicating a daily professional fee expressed in USD.
