Under the supervision of the Project Officer, Hydrology and Water Resources Services division, the incumbent will work closely with the Volta Flood and Drought Management (VFDM) executing partners (Volta Basin Authority(VBA) and Global Water Partnerships-West Africa (GWP-WA)) and National Meteorological and Hydrological Services (NMHSs) of the Volta Basin countries and will perform the following duties
The incumbent will perform the following duties:
1) Conduct an in-depth final evaluation of the VFDM project which is implemented in the Volta Basin countries (Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali and Togo) between June 2019 and 2024 mainly:
– Review all relevant sources of information including documents prepared during the project preparation and implementation phase such as the project concept note and proposal, the inception workshop report, mid-term evaluation, donor monitoring report as well as all the project activities technical and financial reports
– Develop an evaluation methodology and follow a collaborative and participatory approach ensuring close collaboration with the Project Consortium Implementation Team, government counterparts, VBA, GWP-WA, and other key stakeholders (ensure gender-inclusive approach) involved in the planning and implementation of the activities at local, national, and regional levels.
– Conduct virtual consultations and field visit missions to some of the Volta Basin countries (Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali, and Togo) to gather necessary information from the stakeholders and beneficiaries of the project (the consultant should detail in his/her methodology the approach and tools to put in place for field visits or discussion with the stakeholders).
– Based on the desk study and consultation with the stakeholders, evaluate the six categories of the project progress and implementation such as relevance, effectiveness, efficiency, impact, sustainability, and lesson learned/good practices of the project. The detailed terms of reference for carrying out the final independent evaluation of the VFDM project are available here including the submission of necessary documents for the applications.
2) Develop the independent evaluation report of the VFDM project and jointly submit it to the donor for review and endorsement including addressing any comments or clarifications.
3) Carry out other relevant duties as required.
QUALIFICATIONS | ||
Education A Master’s degree or equivalent in Social Science, or other closely related fields. |

Experience – A minimum of 8 years experience in design, management, and evaluation of development or climate change adaptation projects, experience in designing evaluation tools that fit the need of the exercise, conducting desk reviews and evaluation missions, drafting evaluation reports; – Experience in evaluations of the Adaptation Fund, World Bank, and/or UN programs and projects; – Experience in the technical areas of climate and early warning, preparedness and response, strategic planning, and development programming. |

Other requirements – Experience and knowledge of Least Development Countries (LDCs); – Ability/experience to facilitate consultation meetings or workshops; – Knowledge of gender and vulnerability issues is also preferable. |

Languages Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
