DUTIES AND RESPONSIBILITIES

The Consultant will be hired for four (4) months to support this integration process. More specifically the Consultant will:

1. Develop a CAP editing tool based on a review of existing editing tools and the X Series Data Networks, Opens Communications and Security of the Telecommunications Standardization Sector of the ITU, as a Web based app integrated in the WIS2 in a box software (available from the following GitHub repository https://github.com/wmo-im/wis2box ).
– Release a first version of the CAP editor with Apache 2.0 license on the WMO Information Management GitHub site https://github.com/wmo-im )
– Ensure that the CAP editor, as part of the WIS2 in a box, can send CAP messages to the WIS2 global infrastructure.

2. Develop a user guide to ensure the ease of use of the CAP editing tool and to support the long-term management and maintenance of this integration.
– Develop the required material for the WIS2 training course as part of the following site https://training.wis2box.wis.wmo.int, to be used in WIS2 training sessions.

Requirements of the CAP editor will be provided by the WMO Secretariat in coordination with key WMO experts.

The following deliverable are expected for the endorsement of WMO:

1. CAP editor tool with Apache 2.0 license able to create, edit and validate CAP messages before sending them to the WIS2 Global Infrastructure for real-time distribution. The software must be integrated in WIS2 in a box software and hosted in the WMO Information Management GitHub site.
2. User guide on the CAP editor in English. Training material integrated in the with the WIS2 training course available here https://training.wis2box.wis.wmo.int.

BACKGROUND

The Common Alerting Protocol (CAP) is a standard for alerting, designed for any media, to communicate information about any kind of hazard situation to anyone. The use of CAP can enhance how organizations coordinate and disseminate alerts. In the past, early warning systems were integrated with the WMO World Weather Watch (WWW) , the programme for facilitating the development, operation and enhancement of worldwide systems for observing and exchanging meteorological and related observations. Hence creating a more enabling environment for Members to publish and exchange standardize warnings.
The WMO Information System 2.0 (WIS 2.0), the framework for WMO data sharing in the 21st century which supports the WMO Unified Data policy, the Global Basic Observing Network (GBON) makes international, regional, and national data sharing simple, effective, and inexpensive. To promote CAP, it is important to provide a reference implementation of a WIS2 node that is able to share CAP messages in real-time through the WIS 2.0 infrastructure. A consultant is required to support this integration of CAP into the WIS2 in a box software to provide such a reference implementation that can be used by Members and private sector to implement systems creating and sending alerts in real-time.

QUALIFICATIONS
Education

A Bachelors (BSc.) or Masters (MSc.) degree in Computer Science or Computer Engineering or any related field.

Experience

Proven experience in:
– Developing Web apps using JavaScript, Vue 3, Vuetify 3 and Node.

– Developing and deploying applications using docker.

– Using GitHub and developing Python applications.

Other requirements

Experience in developing components of WIS2 in a box (https://github.com/wmo-im/wis2box ) is an advantage.

Languages

Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
