OVERVIEW OF THE FUNCTIONS OF THE POST

I. BACKGROUND AND CONTEXT

The UNESCO Institute for Statistics (UIS) is the official and trusted source of internationally comparable data on education, science, culture and communication. As the official statistical agency of UNESCO, the UIS produces a wide range of indicators in UNESCO’s fields of action by working with national statistical offices, line ministries and other statistical organizations.

In 2016, the UIS established the Technical Cooperation Group on SDG 4 indicators – Education 2030 (TCG), which provides a platform to discuss and develop the indicators used to monitor the Education 2030 Agenda in an open, inclusive and transparent manner. Under the leadership of the TCG Co-Chairs – the Director of the UIS and the Director of the UNESCO Global Education Monitoring (GEM) Report, in 2021, the TCG decided to facilitate a wider debate on key issues to capitalize on recent progress, clarify current matters and set a future agenda for education statistics. Therefore, the Secretariat of the TCG is working establishing the Conference of Education Statistics envisioned as a mechanism for education statisticians from all over the world to regularly communicate, discuss, and reach consensus on key issues regarding SDG 4 indicator measurement as well as impact of technological and other developments and the ways to benefit from them.

The first session of the Conference of Education Statistics will be held in Paris, France at the UNESCO Headquarters from 7 to 9 February 2024. This event is expected to be attended by representatives from all Member States, multilateral, international, and regional organizations, as well NGOs and civil society.

II. OBJECTIVES AND KEY TASKS

The UIS is seeking an individual consultant to provide services for preparation and organization of the first session of the Conference of Education Statistics, to be held in Paris, France at the UNESCO Headquarters from 7 to 9 February 2024.

The key tasks will entail the following:

Task 1: Project management

  • The consultant is responsible for planning, implementing and monitoring the work described in the Terms of Reference (TOR), timely settling the bills related to the assigned tasks, and ensuring regular reporting to the UIS.

Task 2: Invitation and registration

  • Approximately 500 participants will be invited to the Conference. The consultant will help the UIS team to prepare and send invitations to participants, follow-up invitations, confirm and register the participants in a database, and develop a list of participants.

Task 3: Arrangement of venues and rooms

  • The consultant will be responsible for reserving and arranging rooms and spaces for the Conference at UNESCO Headquarters in close consultation with the UIS. The consultant will ensure provision of services, facilities and supplies in the meeting rooms and spaces, as requested by the UIS and communicate with the UIS to decide details of the arrangement.

Task 4: Arrangement of assistants and technical staff

  • The consultant will be responsible for arranging all necessary assistants and technical staff (including, but not limited to interpreters, meeting technical personnel, cleaners, etc.) as well as provide them with guidance, on-site support and supervision.

Task 5: Arrangement of catering and refreshment service

  • The consultant will be responsible for the arrangement of catering and refreshment service for approximately500 participants during the Conference. The consultant will communicate with the UIS, the UNESCO (venue provider) to decide types and number of meals and refreshments as well as time and places to provide the service. The consultant will arrange catering service for all the participants, as instructed by the UIS.

Task 6: Security measures

  • The consultant is responsible for liaising with the UNESCO security team ensuring access to the premises for the participants and their safety during the Conference.

Task 7: Set-up and administration of registration at the conference venue

  • The consultant will set-up and administer in collaboration with the UIS the registration of participants at the conference center throughout the conference period. If required, the consultant will provide “meet and greet” for VIPs. The consultant will submit a list of participants to the UIS after the Conference.

Task 8: Giving support to speakers, presenters, organizers, facilitators and general participants

  • The consultant will prepare and distribute an information note for participants. The consultant should consult with UIS on the contents of the information.
  • The consultant will assist in the preparation and organization of sessions by communicating with and giving support to organizers, speakers, facilitators, presenters and rapporteurs. An operational direction and plans for the entire conference and for each session will be prepared by the UIS and shared with the consultant.
  • Upon the instructions from the UIS, the consultant will communicate with those who play active roles in the conference such as speakers, presenters, organizers and facilitators and identify their needs concerning formats, logistics, facilities, technologies, etc. If needed, the consultant will give them guidance and off-site and on- site support before and during the conference for the organization of their sessions.

Task 9: Recording and broadcasting of sessions

  • The consultant is responsible for organizing video and audio recording in collaboration with UNESCO conference services. The videos of the plenary sessions will be broadcasted through live and on-demand live streaming .
  • The consultant will arrange videorecording of the plenary sessions. Plenary sessions should be broadcasted through live and on-demand video streaming, which stakeholders can access from the UNESCO website. The consultant will set up equipment necessary for the recording and broadcasting, provide URL for streaming services to the UIS, and administer the recording and broadcasting. The consultant will also submit these video and audio files to the UIS. All intellectual property and other proprietary rights are reserved by UNESCO.

Task 10: Follow up of the Conference

  • The consultant will be responsible for drafting post-Conference communication to the participants, including VIPS, as well as developing a report on the conference and its recommendations along with a roadmap of next steps based on the Conference outcomes.

1. All preparation tasks accomplished timely and efficiently before the Conference.
2. The Conference is rolled out in an organized manner smoothly.
3. Post-conference project closure is provided timely.
4. UIS is kept informed at all stages of the project.

Exact timeline and related deliverables will be developed based on the work plan, proposed by the consultant.

REQUIRED QUALIFICATIONS

Education

  • Bachelors’ degree (or higher) in Business administration, Management, Economics, Public administration, International Relations or related discipline.

Experience

  • At least 6 years’ experience in organizing international and national meetings and conferences for a wide range of clients (corporate, UN, NGOs);
  • Excellent planning/organisation skills and a solution-oriented attitude;
  • A strong sense of client orientation and a strong drive for results;
  • Demonstrated ability to work well both independently and within a multicultural team;
  • Excellent verbal and communication skills;
  • Demonstrated ability to take initiative and work independently;

Language

  • Fluency in English and French (both oral and written) is required;
  • Knowledge of other UN languages is an asset.
