The ultimate result of the consultancy is the successful production of a final version of the Arab Vision 2045 to be submitted to the 115th session of the League of Arab States Economic and Social Council and subsequently to the Heads of State and Government Summit in 2025.

Duties and Responsibilities
Background: In 2015, all countries around the world gathered to adopt a shared “plan of action for people, planet and prosperity”, the 2030 Agenda for Sustainable Development. In parallel, world regions have or had also come together around shared visions for their future, such as “Agenda 2063: The Africa We Want”, and “ASEAN 2045: Shaping a Green, Connected and Sustainable Tomorrow”. In view of the lack of a common socioeconomic vision for Arab States and empowered by the will of Arab Governments to produce such a shared document, the United Nations Economic and Social Commission of Western Asia (ESCWA) and the League of Arab States (LAS) have embarked on the development of an Arab Vision 2045. A first draft of that Vision was submitted to ESCWA member States at their thirty-first ministerial session, which adopted resolution 347 (XXXI) of 18 December 2023 welcoming the Arab Vision 2045 “as an ambitious development vision that supports Arab countries in their national development paths and in achieving the 2030 Agenda”. Subsequently, the ESCWA Executive Committee, on its first special meeting of 4 April 2024, “adopted the Arab Vision 2045, which was amended according to the observations sent by member States to the ESCWA secretariat provided that the new observations received from States on the amended version within ten days from the meeting would be taken into account”. In turn, the League of Arab States Economic and Social Council adopted resolution 2455 at its 114th regular ministerial session of September 2024, which mandated the establishment of a working group of Arab States representatives, supported by the secretariats of the League of Arab States and of ESCWA, to complete the inclusion of all Arab member States’ comments and produce a final version of the Arab Vision 2045 to be submitted for adoption by the 115th session of the League of Arab States Economic and Social Council. The ESCWA secretariat is thus recruiting a consultant to contribute to the implementation of the above-mentioned resolutions of Arab States and support the finalization of the Arab Vision 2045. Duties and Responsibilities: Under the overall supervision of the Secretary of the Commission, the consultant will be responsible for the following activities: • Organize and facilitate consultations within the working group and with member States in other official meetings relevant to the Arab Vision 2045. • Thoroughly review all the comments and feedback received from member States on the draft Arab Vision 2045. • Analyse that feedback and incorporate the core concerns and suggested changes. • Collaborate with the working group, the ESCWA secretariat and the League of Arab States General Secretariat on taking into account the required changes. • Update, revise and redraft the draft Arab Vision 2045 based on the proposed changes. • Ensure the document’s quality, completeness and accuracy after all changes have been made. Outputs/Works Assignments: The objective of this consultancy is to service the working group on the Arab Vision 2045 formed of member State representatives in the incorporation of all their comments, to the extent possible, into the final version of the Arab Vision 2045 and oversee the production of the final vision document.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in Economics or any related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least twenty years of experience in policy analysis, document preparation and strategic planning is required. Solid understanding of regional intergovernmental processes, international cooperation, and experience working with governmental and intergovernmental organizations such as the United Nations and the League of Arab States is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
