Qualifications

PURPOSE OF CONSULTANCY

To support delivery of the key components of the WHO/European Union Evidence into Action Alcohol project (EVID-ACTION), the WHO Regional Office for Europe is seeking a consultant with a background in public health, experience in alcohol policy and competence in producing and revising technical and scientific papers and reports. In particular, the consultant will support the development of a strategy, tools and training to strengthen the implementation of policies to reduce risks of harm due to alcohol marketing in digital spaces within and across Member States.

BACKGROUND

With the EVID-ACTION project, the WHO Regional Office for Europe in close cooperation with the European Commission will support countries in scope to implement best practices and capacity-building activities, to disseminate knowledge so as to reduce alcohol consumption and harms, in line with the targets of the UN Sustainable Development Goals. WHO will regularly inform and discuss progress with the Commission and may be invited to engage in the SGPP Cancer sub-group when relevant issues are discussed.
Activities of EVID-ACTION include:

a) Capacity building: strengthening the expertise and sharing of experience of countries in scope, civil society and academics through the development of an action-based policy network, utilising WHO’s focal point network on alcohol, including convening annual meetings and developing a training programme and technical tools, based on assessment of the needs of the countries in scope. The training courses and technical tools will support alcohol policy implementation of brief interventions.

b) Working with Member States, NGOs, civil society and other stakeholders, including people with lived experience, and academics to increase health literacy and public knowledge of the links between alcohol consumption and cancer and to build advocacy for policy actions to reduce cancers attributable to alcohol.

c) Supporting Member States/countries in scope to implement evidence-based brief interventions building on previous achievements. Use of the synergies of two other WHO flagship initiatives, such as the Pan-European Mental Health Coalition and Empowerment through Digital Health, to facilitate implementation of evidence-based screening and brief interventions in primary healthcare, the workplace and social services.

DELIVERABLES

  • Deliverable 1: To co-produce with young people, in collaboration with the EVID-ACTION project, guidance on how to anticipate and respond to risks associated with new and emerging digital marketing methods, the use of product placement and influencers.
  • Deliverable 2: To make this available online, as well as being disseminated through a seminar for national counterparts from across the Region, responsible for   alcohol policy.
  • Deliverable 3: To support the piloting of the CLICK tool in alcohol contexts in three countries and produce a final report with recommendations.

QUALIFICATIONS

Qualifications

Essential: Master’s degree in health sciences, public health, marketing, sociology or relevant social sciences.
Desirable: Research experience related to digital marketing and NCD risk factors.

Experience

Essential:
At least 5 years of experience of working in digital marketing contexts, with a particular focus on alcohol.
Experience of conducting research, policy reviews and of developing high-quality technical documents.
Experience in communicating with different stakeholders including government, academics, public health bodies and civil society groups.
Project management experience.

Desirable:
Specialist knowledge of digital marketing as it pertains to the context of alcohol.
Experience of working with young people in relation to health issues.
Experience of working in international cooperation and bilateral international agencies.

Skills/Knowledge

High level of knowledge of how the digital ecosystem operates, as well as of marketing strategies employed in online contexts.
Knowledge of health systems.
Excellent writing and editing skills.
Excellent organizational and analytical skills, including databases Excellent interpersonal, communication and negotiation skills.
Ability to work under pressure in a multicultural team.

Languages

Essential: Expert knowledge of English
Desirable: Working knowledge of French or German

TRAVEL

There may be a requirement for each post to travel as required in line with the requirements of the EVID-ACTION project.

REMUNERATION

a.    Remuneration: Band B (USD 350 – 499).
b.    Expected duration of contract: 11 months. Tentative  commencement date end of April  or early May 2023.
