Under the supervision of the Director: Member Services and Development Department. The incumbent will perform the following duties:

(i) Review and confirm the internal analysis of the current cost (staff and running costs) of all Regional and Representative Offices – supplement the analysis as required to ensure comparability with the “to-be” analysis;

(ii) Examine and update the criteria for determining the location of the Regional Offices to include additional considerations such as cost of living, the ability to connect effectively with the UN Development System architecture, and other relevant elements, taking into account the intent of relocating the Regional Offices, benefits and cost-efficiency. This should also consider the appropriateness of the physical location of the office within the host country (national government system or within a regional intergovernmental or UN system organizations), and the regulatory frameworks that may impact negatively employee welfare;

(iii) Provide an analysis of the approach taken by other similar-sized UN agencies without country presence and their perspectives on these;

(iv) Provide an analysis of the potential costs and benefits of integrating Representative Offices into Regional Offices and establishing liaison offices/officers where deemed appropriate;

(v) Provide an analysis of the potential cost of establishing regional offices for each of the regional associations, considering that some regional offices currently cover two regional associations;

(vi) Provide an analysis of the potential costs for the Regional Offices based upon the scenarios identified through points (i) through (v), including the trade-off analysis – the benefits and disadvantages – of each of the potential locations vis-à-vis current locations. This should include a ranking based on the trade-off analysis, which should take into account the one-time cost necessary for the relocation from current locations;

(vii) Examine the core and general functions of the Regional Offices as provided in the guidelines on the role, responsibilities and operations of the Regional Offices taking into account the shortcomings of the regional associations and regional consideration to inform the definition of the criteria for the basic structure for the functioning of the Regional Offices;

(viii) Evaluate Host Country Agreements and provide guidance on key negotiations points with Host Country governments;

(ix) Provide an analysis of existing hosting agreements between Regional UN Hubs and Specialized Agencies including issues such as costs, security, and facilities to better understand the hosting offer UN compounds can provide;

(x) Identify potential risks associated with the locations of the Regional offices including through consultation with the United Nations Department for Safety and Security;

(xi) Assess the potential for scalability of operations and the potential for future expansion in the identified locations;

(xii) Carry out other relevant duties as required.

QUALIFICATIONS
Education
A master’s or doctoral degree in fields such as Public Administration, International Relations, Organizational Development, Business Administration, Economics, or a related discipline.
Experience
– At least 10-15 years of professional experience in organizational restructuring, public sector management, or international development.

– UN System Knowledge: Experience working within or consulting for United Nations agencies or other international organizations.

– Policy Development: Experience in policy analysis, development, and implementation within the public or international sectors.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
