DUTIES AND RESPONSIBILITIES

The objective of the consultancy is to provide guidance and advice to the Seychelles Meteorological Agency (SMA) in relation to the development of a “Policy and Costing model for non-aviation weather services”

The Seychelles Metrological Act 2015 currently has an objective to provide both public and commercial services. The details/definition of commercial services and public good services are seen in the First and Second Schedule of this Act respectively. This consultancy is required to formalize for SMA a dynamic Policy and Costing Model for these commercial services, as well as for public good. Being mindful of the fact that there is a world-wide direction to move towards free and unrestricted exchange of data due to the growing demand for weather, climate and water monitoring and prediction data to support essential services needed by all sectors of society, as they face issues such as climate change, increasing frequency and impact of extreme weather, and implications for food security .

It should be noted that in parallel, a consultancy is expected to seek to formalize the actual mechanisms and powers for SMA to “levy charges for the provision of any commercial services”, as per 6.(1) of the Meteorology Act.

Under the supervision of the WMO representative for East and Southern Africa, and of the project manager for CREWS SWIO, the consultant will work closely with representatives from Seychelles Met Agency and with other consultants to perform the following duties:

– Reviewing, with the CEO and designated staff from SMA, as well as its Board, the detailed needs of the Policy and Costing Model, drawing on and reviewing of any existing or previous details related to this as appropriate, especially those related to data, as well as international practice;

– Recommend approaches and work plan for the development of the Policy and Costing Model;

– Provide advice on other aspects of the Policy and Costing Model to ensure future proofing and dynamic changes in service provision and associated costings;

– Draft the policy and Costing Model;

– Carry out other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

The consultant will provide the following deliverables to WMO:

1. End August 2024: Inception report with detailed methodology and plan for the Drafting of the Policy and Costing Model.

2. Mid-October 2024: Draft of the Policy and Costing Model.

3. End November 2024: Final Policy and Costing Model and completion report with future recommendations.

QUALIFICATIONS
Education
Degree in meteorology, law, business administration or a field relevant to supporting the development of a suitable policy and costing model of national meteorological and hydrological service (NMHSs).
Experience
15 years of experience in supporting legal or institutional aspects of Seychellean Authorities; experience with Seychelles Meteorological Agency (SMA) would be considered a plus.
Other requirements
The selection among qualified candidates will be based upon:

1. Relevance of education and experience;

2. Quality of previous deliverables in the same area of expertise;

3. Language skills;

4. Availability during the proposed period.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
