WMO is in the process of moving to a new ERP system – from a locally managed and hosted ERP to a Oracle cloud-based, UN-system managed and hosted ERP. This process will also include a full institutional review of key business processes, which is a pre-requisite for a positive ERP implementation. Through the implementation of the new ERP, WMO seeks to improve efficiency, effectiveness, agility, consistency, accountability and transparency across the Organization through, inter alia, streamlining processes, differentiating controls according to risk levels and employing digitization and automation where appropriate. The ERP project has been initiated and is currently in the design phase.
The “supplier data and process consultant” will be part of the ERP project team and lead the design and transition into the new supplier management process being implemented as part of this project.
Under the supervision of the ERP Project manager, the incumbent will perform the following duties:
1. Develop the vendor management procedures, tools and systems in WMO.
a) Develop an effective and efficient process to manage the end-to-end supplier life cycle, using the new Quantum ERP system, in particular the supplier registration portal;
b) Assist in the formulation and drafting of policy guidance and write-up related to vendor management;
c) Develop a process for the maintenance of the “Sanction lists” , monitoring the UNs consolidated list of individuals as well as WMOs list;
d) Establish and put in place SLA (Service Level Agreement) with regards to Supplier management process.
2. Lead coordination activities related to supplier management by working closely with.
a) ERP Implementation team;
b) Internal WMO business units such as Procurement, HR, Travel, Project management etc.;
c) UNDP Supplier Management team at Global service center.
3. Lead the data migration activities for Supplier master data to be migrated into the new ERP system. Set up procedures to ensure the completeness and accuracy of migrated data.
4. Serve as a reviewer for all new supplier requests in the new ERP system during the post go-live phase of the project.
5. Hand over to operations upon completion of the ERP implementation project.
6. Carry out other relevant duties as required.
QUALIFICATIONS | ||
Education Masters degree in Business administration or Information Technology, or Bachelor degree combined with high level experience in business process automation or master data management. |

Experience – A minimum of 7 years of combined national and international progressively responsible experience in data management related to supplier administration. – A minimum of 5 years of experience working with large ERP systems with exposure to the procure-to-pay process. – Strong understanding of Supplier management, policies and procedures, in the context of UN agencies. |

Other requirements – Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent managerial, organizational, communication, presentation, negotiation, interpersonal and analytical skills. Demonstrated ability to plan, organize and manage multiple workloads. – Strong experience in delivery and implementation of transformational ERP projects working with a consultancy/systems integrator. – Experience in implementing Oracle fusion sourcing (Supplier Portal) will be an advantage. |

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
