• The smooth, successful planning and delivery of CoM 2025, ARFSD11 and the 2025 ABF; • Provision of general coordination, planning and organizational assistance on all activities related issues to these events; • The swift management and follow-up on invitations, meeting participants and speakers; • The ongoing coordination of UNECA task forces, as well as coordination with relevant teams across the Commission for the efficient management of the conference.
Duties and Responsibilities
As part of preparations for the Conference of Ministers and ARFSD11, a Steering Committee has been constituted to provide overall strategic guidance and decision-making on the preparatory process for each meeting. The Steering Committees are chaired by the Deputy Executive Secretary-Programme Support and comprises the Deputy Executive Secretary – Programme, Directors of all Programme Divisions, the Sub-Regional Offices (SROs) and IDEP. The Secretary of the Commission serves as Secretary of the Steering Committees. A Task Force comprised of technical-level representatives from all Divisions, SROs and IDEP has been established and charged with the responsibility for organizing all the aspects of the Conference of Ministers, including the technical, logistics, communication and finance components. The Task Force is chaired by the Secretary of the Commission and will work under the overall guidance of the Chief of Staff and Executive Secretary. The Consultant will also be required to work closely with relevant technical Divisions and SROs to prepare ARFSD11 and ABF2025. Organizational Context: Against this backdrop, and given the limited time, to ensure successful preparation and delivery of these key meetings, the Office of the Executive Secretary (OES) requires the services of a consultant to provide essential temporary support to the secretariat in the implementation of ongoing, planned and post-conference activities in the lead-up to, during and after these events. The consultant will be expected to provide substantive organizational, logistical and technical support towards the preparation and servicing of CoM 2025, ARFSD11, and ABF2025. The consultant will be deployed to OES to augment the capacity of the Office and to support the secretariat in the planning, implementation and monitoring of preparatory activities towards the effective organization and servicing of the events, including post-event activities. Key Duties and Responsibilities: The consultant will work under the overall guidance and supervision of the Secretary of the Commission (SoC) and or any other designated person. The consultant will support the Secretary of the Commission with the following activities: • Support all activities related to the planning of COM2025, ARFSD11 and ABF2025; • Service the COM Task Force meetings including managing the scheduling, monitoring the completion of activities on the checklist and following up on the decision of the meetings; • Coordinate with Focal Points and substantive Divisions to ensure timely delivery on commitments related to their contributions to parliamentary and other meeting documents; • Support the organization of the COM Steering Committee meetings, including responsibility for scheduling, meeting documentation, participation and follow ups with secretariat team on outcomes of discussions; • Liaise with Task Force focal persons to ensure better coordination in technical and logistical activities; • Provide assistance to the Deputy Executive Secretary (Programme Support) in planning ARFSD 11, including meetings of its Steering Committee and coordinating with relevant technical Divisions as appropriate; • Lead OES’ efforts to plan and organize the Africa Business Forum, including liaison with relevant business entities, proposed speakers, partners and other stakeholders; • Support the secretariat fundraising and resource mobilization efforts in respect of one or more events as may be required; • Monitor the efficient utilization of resources and advise substantive offices on procedures and possible cost-effective measures; • Ensure timely submission and upload of documents related to the CoM2025, ARFSD11, and ABF2025 in the various online platforms; • Assist secretariat focal persons with the update and management of the participant database, with responsibility for ensuring the timely dispatch of communication to the various stakeholders; • Follow up on invitations to relevant African Ministers, invited delegates including the heads of UN Agencies and observers as well as compiling subsequent confirmations of participation with a view to securing for each event, optimum high-level representation; • Liaise with key speakers and panelists to ensure their effective participation; • Preparation of confirmation responses and correspondence and regular update reports on the status of confirmations; • Liaise with relevant Divisions in ensuring the registration of all participants; • Support the secretariat during sessions of all meetings; • Assist with other post-Conference activities such as coordinating post-meeting follow ups, the finalization of the Outcome documents, and ensuring the preparation and dispatch of letters of appreciation; • Provide overall capacity support to the Office of the Executive Secretary as required; and • Perform other duties as might be deemed necessary.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in social sciences or related area is required. A first-level university degree in combination with (2) qualifying work experience may be accepted in lieu of an advanced university degree. Minimum seven (7) years of work experience in administration, finance, accounting, human resources management or related field is required. Experience in planning and organization and provision of substantive support to high-level conferences, including ability to prepare meeting reports in a clear, concise and compelling manner is desirable. Work experience with intergovernmental organization and experience participating in intergovernmental meetings is desirable. Ability to coordinate various activities and undertakings in a harmonized way is desirable
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
