DUTIES AND RESPONSIBILITIES

CREWS Post-2025

Under the supervision of the Head of the CREWS Secretariat, the incumbent will perform the following duties:

1. Support the CREWS Secretariat in developing the CREWS Strategy Post 2025;
– Prepare the lead questions to facilitate discussions with the Members of the Steering Committee.
– Facilitate consultations with CREWS Implementing Parners, Strategic and Operational Partners.
– Prepare draft for review of the CREWS Secretariat and the Steering Committee.

2. Support CREWS engagement with the Global Shield Against Climate Risks.
– Prepare inputs to the stock take country exercise in Global Shield Pathfinder countries where there are CREWS investments (i.e. Pacific region, Malawi, Senegal).
– Participate in bilateral discussions with the Global Shield Secretariat.
– Attend in-country consultations in the pathfinder countries, as necessary.

Outputs:
1. Inception report outlining the initial discussions with CREWS Members and partners and outline of the CREWS Post-2025 strategy.
2. Draft Post 2025 Strategy for review of the CREWS Steering Committee.
3. Final Post 2025 Strategy and report on engagement with the Global Shield.

WMO Coordination Mechanism (WCM)

Under the joint supervision of the Director, Disaster Risk Reduction, MHEWS Office and Public Services Branch, and the Director, Development Partnerships Office, the incumbent will perform the following duties:

1. Mapping of anticipitoary action (AA)-focused donors and recommendations on how to strategize resource mobilization with this community (WCM funding needs may be small within the humanitarian community but the impact potential on AA is high), including how humanitarian actors can participate in WCM funding proposals.

2. Pursue discussions with key humanitarian partners to identify WCM needs and opportunities for coproduction (with existing partners and potential new partners).

3. Develop recommendations for directly linking WCM products to humanitarian’s AA frameworks and standard operating procedures (SOPs) including based on the ongoing work within the Weather4UN project.

4. Recommendations for mutually beneficial partnerships between WMO and humanitarian actors to accelerate the development, visibility, and impact of contributions to advance AA.

5. Finalize German Federal Foreign Office (GFFO) proposal and support to other WCM Trust Fund proposals by incorporating inputs from the above tasks, in particular developing a component which supports one or more humanitarian partners using WCM products in their AA.

6. Mapping of hydromet service providers supporting AA implementation worldwide. This task would be a prerequisite for task #3. This is to be performed in-collaboration with the WMO Secretariat to capture existing hydromet services.

7. Participate in relevant WCM meetings.

Outputs:
1. Report covering the mapping, assessments and recommendations included in the tasks.

2. Presentation of the report to WCM and others.

3. Finalization of 1 (GFFO) and potentially more funding proposals.

QUALIFICATIONS
Education
An advanced university degree in international development or a related field.
Experience
– At least 15 years of professional experience in international development and cooperation.

– At least 10 years of practical experience in strategic planning, resource mobilization and stakeholder engagement.

– At least 5 years of experience in anticipatory action, use of weather and climate information for humanitarian decision-making, and forecast-based financing.

Other requirements
– Excellent skills and track record in producing high-quality reports, reviews, assessments, using several sources of information.

– Excellent skills and track record in facilitating consultations both at strategic and technical levels.

– Knowledge and experience with WMO, CREWS and one or more of their humanitarian partner agencies is an asset.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
