Duties and Responsibilities
The United Nations Office on Drugs and Crime (UNODC) is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. In the context of global counter-terrorism, UNODC is mandated to provide assistance to requesting Member States in their efforts to address the legal and criminal justice aspects of preventing and countering terrorism.
The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nations’ key providers of counter-terrorism technical assistance in the legal and criminal justice related areas. It does this by providing assistance to countries to become parties to the international legal instruments related to terrorism and to incorporate their provisions into national legislation, building capacity of national criminal justice entities and practitioners, and facilitating international cooperation in criminal matters. To achieve sustained impact, TPB has developed technical assistance tools, and broadening the scope of assistance in terms of its substantive content and support to the implementation of the UN Global Counter-Terrorism Strategy (the Strategy encourages UNODC to enhance its provision of technical assistance to Member States and it encourages Member States to resort to the technical assistance delivered by the Office).
Assistance delivery is pursued under the framework of the new UNODC global project on Preventing and Countering Terrorism and in coordination with other global programmes and the relevant UNODC regional and country programmes and relevant UN organizations.
• Preparatory and substantive input for the implementation of national workshops in MENA on CT, including supporting the victims of terrorism in Iraq through legal and psychosocial support to participate in criminal proceedings, focused on implementing and delivery of substantial sessions.
• Drafting activity reports and evaluations of workshops, and substantive input for the development of progress and final narrative reports, including those implemented under a project for Iraq to protect victims of terrorism.
• Contribute to the substantive development of concept notes, project proposals, briefing notes and correspondence for MENA and Gulf countries, with focus on Yemen and Gulf, in English and Arabic.
• Support the review of national CT laws in Arabic.
• Liaison and communication with national counterparts in Arabic speaking countries (i.e. Iraq, Sudan) benefitting from the UN CT travel programme, with focus on pillar I led by TPB for the provision of legislative assistance.
• Coordinate the organization of legal working group meeting and legislative workshops for Arabic speaking countries, under UN CT Travel Programme Pillar I (Legal)
• Contribute substantive input and support to the work of the Section, as required.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in international law, political science or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
Other skills: Good level of computer-related technical competence is required. Knowledge in preparing, organizing and/or tutoring online courses through learning management systems is required. Sound planning and organizing skills are desirable.
A minimum of two years of relevant working experience in managing programmes is required.
Experience with the universal legal instruments against terrorism is required.
Experience with the United Nations or other multilateral entities in areas related to international relations, law, and/or terrorism is desirable.
Experience with the UNODC mandates and activities is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic (both oral and written) is required. Knowledge of another UN official language is an advantage.
