OVERVIEW OF THE FUNCTIONS OF THE POST

The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this position does not include responsibility for UNESCO’s wider external communications, which is managed by the Division for Communications and Public Engagement.)

Long Description

The services of a consultant are being sought to operationalize the alignment of the Information and Communication Technology (ICT) Competency Framework for Teachers (CFT) by developing modules/courses to provide in-service educators and teachers with visual and hearing impairment in Rwanda with the ICT skills and proficiencies described in the framework.

Under the overall authority of the Assistant Director-General for Communication and Information, the Director Division for Digital Inclusion, Policies and Transformation (CI/DPT), and the Chief of Section for Universal Access to Information and Digital Inclusion (CI/DPT/UAI) and the direct supervision of the Senior Programme Specialist responsible for the activity, the consultant will specifically undertake the following tasks:

Long Description

  1. Undertake an analysis of the ICT Competency Framework for Teachers (ICT CFT) Version 3 and identify issues related to address the promotion of digital literacy and making use of distance education modalities for teaching and learning for teachers with visual and hearing impairment.
  2. Summarize findings of this study in the format of the ICT CFT Version 3 with regard to the levels and aspects as outlined in this document and propose recommendations for the development, adaptation, and use of OER – based resources for the ICT CFT Version 3 for distance learning and related digital literacy skills for teachers with visual and hearing impairment.
  3. Working with partners in Rwanda, identify existing competencies from the ICT Competency Framework for Teachers to be enhanced into a specialized training course for in-service teachers with visual and hearing impairment.
  4. Facilitate at least three hybrid validation capacity building workshops of the developed module/course with the involvement of teacher educators for in-service teachers with visual and hearing impairment and support teacher educators in the uploading of the courses they develop on to the UNESCO OER Commons site (https://oercommons.org/hubs/unesco) .

  1. Report on support for the further development and knowledge sharing for the ICT CFT Version III for teachers with visual and hearing impairment (points 1 -2 above)
  2. Final Report of project activities, including information on the agenda, list of participants, and outcomes of national activities (points 3-4 above).

REQUIRED QUALIFICATIONS

Education

  • Advanced University Degree (at least Master’s or equivalent) in education and/or related fields and a sound understanding of issues related to OER.

Work Experience

  • At least 5 years of relevant professional experience at the international level in the area of technologies and education.
  • Experience working with UNESCO and / or other UN entities on the implementation of activities related to ICT and Education and online and flexible learning.
  • Demonstrated experience in communicating project implementation actions and results in a multilingual context.

Skills/Competencies

  • Excellent communication skills, excellent writing skills.
  • Ability to work efficiently in a multi-cultural and multi-lingual environment and team spirit.
  • Knowledge of UNESCO/UN rules and procedure.

DESIRABLE QUALIFICATIONS

Work Experience

  • Professional experience working with the ICT CFT Version 3 and OER.
  • Knowledge of the ICT CFT Harnessing OER Network.

Languages

  • Knowledge of Arabic, Chinese, French, Russian and/or Spanish will be an asset.

Additional Information:

  • The selected candidate will work remotely. No travel supported.
  • Contract duration is for a period of 3 to 6 months.
