In the context of the African Anti-Corruption Hub and under the supervision of the Crime Prevention and Criminal Justice Officer (Anti-Corruption), and in close coordination with colleagues from the Field Support Section of the Corruption and Economic Crime Branch and the African Anti-Corruption Hub, the consultant will perform the following substantive duties and responsibilities:
Deliverable A:
• Lead coordination for and participate in the corruption risk management processes in Portuguese-speaking African countries
Deliverable B:
• In coordination with gender and corruption lead in Vienna, carry out research on the gender dimensions of corruption and positive actions taken to prevent such corruption in Africa, and coordinate the preparation and organization of national and regional anti-corruption events on this topic, including addressing BRICS countries
Deliverable C:
• Coordinate the preparation and organization of national and regional anti-corruption events, such as the national anti-corruption dialogue in South Africa and a regional event on beneficial ownership transparency, and corruption risk assessment workshops
Deliverable D:
• Negotiate, develop, and coordinate an implementation partnership agreement with the University of Cape Town

Duties and Responsibilities
Background of the assignment:
UNODC has established a leading global position in delivering support to countries to prevent and combat corruption. It is the guardian of the United National Convention against Corruption (UNCAC) and secretariat to its Conference of the States Parties. In 2023, it established an African Anti-Corruption Hub in Nairobi and is in the process of growing the presence in Africa by building teams of anti-corruption specialists based closer to the requesting countries. This takes place to respond to a continuously growing demand for support in the fight against corruption.
Further, under the framework of the “Fast-Tracking UNCAC Implementation” programme, UNODC established a regional platform for Southern Africa in 2019, bringing together participating countries around the four thematic priority areas: inter-agency cooperation, whistle-blower protection, asset disclosures and conflicts of interest in public procurement. The platform allows stakeholders to focus on concrete reforms in those priority areas while creating synergies and partnerships with other anti-corruption and regional development partners. In 2023, UNODC held a regional conference that brought together all SADC Members and agreed on a common roadmap for all SADC Members with a set of recommendations and commitments.
Another important element of UNODC’s corruption prevention work is the design and implementation of corruption risk mitigation strategies for public sector organizations. In recent years, UNODC has developed considerable expertise in these areas and has generated impactful results while supporting organizations to identify and manage corruption risks that can weaken and undermine regulatory and enforcement frameworks, prevent them from achieving their mandate, and lead to significant lost revenue, wastage of public resources and lack of confidence that stakeholders hold in these organizations.
Finally, UNODC has begun work in earnest on the gender dimensions of corruption following the launch of UNODC’s flagship publication “The Time is Now – Addressing the gender dimensions of corruption” in December 2020. The need for further work in this area has been made apparent by its inclusion in key documents such as the UNGASS Political Declaration and several resolutions at the Conference of States Parties to the UNCAC. UNODC has begun exploring and encompassing gender and inclusion dimensions within the work of its Global Programme and has been requested by several States to work on gender mainstreaming their National Anti-corruption strategies and data collection efforts, as well as including gendered dimensions in areas such as public procurement.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in law, economics, social sciences, public administration, or closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 5 years of work experience, including in programme management is required;
• Experience in research, preferably in the area of corruption or other crime prevention and criminal justice is required;
• Experience in anti-corruption or other crime prevention and criminal justice issues is desirable;
• Familiarity of the work of the UNODC is desirable;
• Experience in gender-related issues and work experience in Africa are desirable;
• Work experience in Africa is desirable;
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage. In addition, for this post, fluency in oral and written Portuguese is required.
