Program Overview

WRI Indonesia’s e-mobility portfolio focus on reducing cities’ GHG emission through sustainable transportation, vehicle electrification and, in-paralel with the energy and climate programs, greening the electricity grid to reach optimum emission reduction. Our mission is to help cities and provinces to implement low carbon development, particularly in transportation and energy sectors, to achieve economic, social, and environmental goals.

 

Bali Climate and Green Development Initiative

The Bali Climate and Green Development initiative believes that fostering the agency and leadership of local government and broader segments of the society is key to ensure that the climate neutrality agenda remains strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding towards the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make actions.

 

Transformative Urban mobility Initiative (TUMI)

The TUMI E-Bus Mission will build off WRI’s previous e-bus research and technical assistance activities. The project incorporates both deep transition support in a selected group of cities and peer-to-peer mentorship between cities. Through both the deep transition assistance and the mentorship program, the TUMI E-Bus Mission will systematically dismantle barriers to mass e-bus adoption, while mobilizing government and industry action. As part of TUMI’s coalition, WRI Indonesia plays key role in national and city stakeholder management, execution of the e-bus workplan, and mentee program support. In this phase 2 TUMI E-Bus Mission, WRI Indonesia will work with Transjakarta on e-bus impact monitoring by providing an end-to-end emissions monitoring system tools and work with Jakarta’s e-bus stakeholders on sub-coalition establishment.

 

Job Highlight

The Electric Mobility Analyst will be based in Jakarta and work remotely with the Bali Climate & Green Development Initiative team to build a sustainable transport ecosystem with key stakeholders in the transition towards Bali Net Zero Emission 2045 through transport decarbonization. Besides Bali program, the analyst will also work in helping Jakarta and National Government in achieving low carbon transportation towards e-bus deployment with a frequent travel across cities in Indonesia.

 

What You Will Do

In coordination with the Urban Mobility Manager and Bali Program Management Unit Senior Lead, the Electric Mobility Analyst will have responsibilities to:

  1. Coordinate and provide analytical recommendations as part of projects’ assistance to targeted key stakeholders
  • Conduct technical analyses to support Bali’s sustainable transport development, including topics of, but not limited to, Bus Rapid Transit, Non-Motorized Transport, Electric Mobility and Transport Demand Management.
  • Conduct technical assessment as an entry point of Low Emission Zone initiative in Bali and other cities.
  • Support the technical assistance works of TUMI E-Bus Mission project with the targeted beneficiaries.
  • Coordinate capacity building to TUMI’s mentee cities utilizing materials developed by TUMI coalition and provide contextual information on each city to create fit-for-purpose knowledge transfer strategy.
  • Conduct technical analyses to support other cities’ e-mobility roadmap development, including topics of, but not limited to, EV zonation, EV adoption targets, EV financing, policy gap and priorities.
  1. Maintain communication with internal and external stakeholders as part of project implementation strategy.
  • Closely coordinate with cities’ key stakeholders, especially Department of Transportation, PLN, and Department of Energy, in developing analyses and recommendation to support cities’ E-Mobility and sustainable transport roadmap development
  • Closely coordinate with TUMI’s Indonesia consortium PICs to enhance, implement, and monitoring project workplan
  • Engage with key stakeholders of WRI Indonesia, including but not limited to, Transport Agency, Bus Operators, and OEMs
  • Participate in planning and implementing outreach events (e.g. conference, FGDs, workshops) as necessary
  1. Provide active participation to enhance and implement e-mobility team’s strategy, workplan, and publication
  • Actively participate in WRI’s Indonesia and/or WRI’s Global e-mobility strategic and coordination meetings
  • Actively provide technical recommendations and participate in knowledge products development to support WRI Indonesia’s role as a thought-leader in the e-mobility landscape
  • Maintain daily coordination with the team regarding projects’ update, progresses and challenges

 

What You Will Need

  • Master’s Degree in transportation, civil engineering, urban planning, economics, geography or any other related field.
  • Minimum 3 years of full-time work experience in transportation filed, has a knowledge and experience in EV study is a plus.
  • Bachelor’s degree in urban mobility related with extensive professional experience in transport and/or sustainable development is also considerable.
  • Legally able to work in Indonesia.
  • Able to travel to other provinces/cities in Indonesia, including Jakarta and Bali
  • Studies, interest or experience working on transportation, e-mobility, environment, and power sector issues is preferred.
  • Proven extensive experience in statistical analysis and transport modelling.
  • Experience in scientific writing with history in publishing international peer-reviewed journal
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
  • Problem solver who is willing to develop and share ideas internally and externally

 

Performance Standard

  • Work plans are expected to be carried out timely and satisfactory with minor supervision.
  • Must be capable of setting priorities and working under pressure.
  • Ability to work well with internal and external participants is essential.
  • Ability to work well in group/team as well as working individually.
  • Knowledge of Microsoft Office Suite is imperative.

 

Deliverables

  1. Technical analysis of e-bus deployment and financing strategy.
  2. Bali’s Low Emission Zone Development Report.
  3. Final version or published knowledge products as planned in the projects.
  4. Technical analyses results (i.e. presentations or reports) as planned in the projects
  5. Monthly verbal or written progress report to the team

 

Duration

1 January 2024 – 31 August 2024

 

Terms of Payment

Daily-rate based consultant with maximum of 144 (one hundred and forty-four) working days for the whole contract period or 18 (eighteen) working days per month on average.
