Clean Air Catalyst (CAC)

Clean Air Catalyst (CAC) is a global initiative that seeks to identify, build awareness of, and eliminate the root causes of air pollution that damages climate, human, and ecosystem health. The program has three main areas of work: (i) engagement with city stakeholders to use participatory science to diagnose and develop targeted, cost-effective clean air solutions to protect human health and climate, (ii) working with the science community to convert innovative methods into tools and products that communities and policymakers can use to better manage their impact on the atmosphere, and (iii) working with national governments and business networks to design and implement broader regional-to-global air quality governance. The team is global, with senior experts distributed across WRI’s network of international offices. The program will work in three pilot regions with WRI international offices and local partners to test and refine a three-part data to action methodology for improving air quality and delivering climate co-benefits. Job Highlight

The Gender Equity and Social Inclusion (GESI) Research Analyst will be responsible to integrate gender and social equity into air quality solutions for Jakarta’s marginalized communities. This role will support the coalition-building efforts with government agencies, NGOs, community groups, and private sector stakeholders, fostering inclusive dialogues to address air pollution challenges. The analyst will conduct and oversee field data collection, its impacts on marginalized urban poor communities, and potential solutions, ensuring the GESI principles are included in Jakarta’s air quality management strategies. A key focus of the work will be elevating the findings and results from the Gender Learning Circle to ensure the voices of marginalized groups, especially the urban poor are reflected in the Low Emission Zone (LEZ) strategy. Additionally, the analyst will assist on establishing safeguards to protect these communities during LEZ planning.

 

This position will be based in Jakarta with office-flex working arrangements and travel requirements as needed. Reporting directly to the Social Equity Analyst, the position holder is expected to working closely with interdisciplinary teams across the science, health, and solutions workstreams, this position will also assist in public outreach and advocacy, ensuring that gender and social equity remain central to policy recommendations and community engagement strategies.

 

What You Will Do

Stakeholder Engagement and Advocacy Works (40%)

  • Assist coalition-building efforts among government agencies, NGOs, private sector partners, universities, and other key stakeholders to support the implementation of inclusive clean air solutions in Jakarta. Work closely with the solutions team to advocate for safeguards in the LEZ to protect marginalized communities, ensuring that GEDSI concerns are integral to decision-making processes.
  • Collaborate with diverse stakeholders, including community groups, non-profit organizations, civil society organizations, government agencies, and industry representatives. Facilitate meetings, workshops, and consultations, in coordination with the solutions team, to gather input and integrate varied perspectives are considered into decision-making processes on air quality in Jakarta.
  • Identify and engage potential clean air stakeholders, which can be individuals, researchers, or NGOs at the grassroots level, with concerns on gender, social equity, and health intersection issues to be involved in future air quality initiatives.
  • Work closely with WRI Indonesia’s Communication teams and partners in delivering public outreach, education, and engagement activities

 

Technical Works and Research (40%)

  • Provide capacity building and technical assistance for marginalized urban communities to promote inclusive and sustainable practices to reduce air pollution, while integrating gender and social equity principles.
  • Facilitate field data collection, focusing on air quality, its impacts on marginalized urban poor communities, potential solutions and GESI integration into the current air quality management in Jakarta, to identify gaps and aimed at improving air quality and reducing disparities.
  • Support research efforts to inform the design of concept notes, and the contribute to the formulation of concept notes aimed at continuing the solutions work in Jakarta post-CAC, ensuring that gender and social equity considerations remain central.
  • Facilitate dissemination of gender research findings related to air pollution in Jakarta, ensuring accessibility to a broad audience, including policymakers and affected communities.
  • Work closely with various workstreams in the CAC project, including science, health, and solutions teams, to ensure research and interventions are holistic and incorporate gender and social equity considerations.
  • Partner with the Research and Data Integrity (RDI) team and GESI team to support initiatives related to research and knowledge products.

 

Program Management (20%)

  • Contribute to the development and execution of strategic engagement strategies to increase awareness and improve stakeholders’ participation in the CAC initiative, with a focus on gender, social equity, and health intersections.
  • Maintain proactive communication and coordination with key stakeholders to support the smooth implementation of projects.
  • Co-develop GESI report for clean air initiatives in collaboration with the Social-Equity Analyst.
  • Oversee engagement with third-party vendors and external partners to ensure timely delivery and alignment with project objectives.

 

What You Will Need

  • Bachelor’s degree in social sciences, public policy, environmental studies, or a related field. A combination of education and relevant work experience will also be considered.
  • Professional experience of min. 2 years in social research and advocacy.
  • International experience or prior work in a global organization preferred.
  • Interest and experience in cities, climate, energy, or other natural resources-related issues in Indonesia preferred.
  • Experience and proven ability to communicate effectively with Indonesian government officials. Existing networks of contacts within relevant city government departments, i.e. Jakarta Environmental Agency, Jakarta Transportation Agency, and Jakarta Health Agency preferred.
  • Articulate, versatile, highly skilled writer with professional writing experience (professional clips or writing samples preferred).
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team.
  • Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners.
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high-quality work products.
  • Fluency in both Bahasa Indonesia and English, with a strong emphasis on written and spoken communications (additional language skills are welcome).
  • Ability and willingness to travel when required
  • Legally able to work in Indonesia.

 

Deliverables

  1. Support engagement activities, ensuring research findings are effectively communicated to target audiences, including policymakers and community stakeholders according to the agreed work plan and timeline. Deliverables include:
    1. Advocacy materials and community engagement plan for integrating GEDSI considerations into LEZ planning.
    2. Development and execution of a stakeholder engagement strategy to foster collaboration and community participation.
  2. Co-produce project reports and contribute to drafting research publications, using insights from previous quarters’ research to enhance the relevance and impact of the findings.
  3. Monthly consolidated report on delivery, achievement, and lessons learned.

 

Durations

Terms of Payment

Daily rate-based consultant with maximum of 18 (eighteen) working days per month
