Program Overview

WRI Indonesia seeks to assist the Government of Indonesia through the Ministry of Transportation (MoT) to enhance and mainstream innovative low-carbon development approaches to transform the transportation sector in addressing urban mobility issues in the coastal metropolitan of Indonesia that would pave the way for sustainable development and help achieve the government’s bold climate target ie. Net zero-emission.

 

WRI Indonesia under the UK Partnering for Accelerating Climate Transitions (UKPACT) will provide programmatic and technical advisory support to address the economic challenges posed by Covid-19 recovery and the increased risk of natural disasters due to climate change. The objective will be carried out through several technical assistance such as the enhancement of design to public facilities, holding events to increase public awareness of inclusive access to transportation, and to assess the resiliency of communities living in coastal areas in Metropolitan Surabaya and Makassar. The program envisions that sustainable mobility of coastal metropolitan should factor in elements such as safety, inclusiveness, and low carbon mode of mobility. In the end, the program will provide the city with a design of inclusive, safe, and continuous non-motorized facilities and draw its connection with low-carbon public transport mode. Lessons from the program will be utilized to inform the Ministry of Transportation about challenges and policy gaps in realizing the concept of sustainable transportation, especially in coastal cities.

 

Job Highlight

The Transport Policy Analyst will be part of WRI Indonesia UKPACT team that leads a consortium consisting of Vital Strategies and Arup to conduct the implementation of various activities at the national, province, and in the city of Surabaya and Makassar to develop a mobility system that safe, inclusive, and resilient to climate change impacts.

 

This role will support the project in determine regulatory gaps at all levels of government that are crucial, especially for coastal cities, to improve efficiency in transport system, increase public transit mode share, and gain political buy-in for investments in low-carbon and non-motorized mobility. The key responsibilities include co-creating a research framework, developing concept notes, preparing reports and social media content, facilitating high-level capacity building, and supervising WRI vendors to submit deliverables in a timely and of high quality.

 

While working with the wider WRI Indonesia Climate Energy Ocean and Cities program, this position is expected to also actively engaged in conversations with stakeholders at the Ministry of Transportation, UK Embassy, consortium members, leaders at the provinces and cities, and other NGOs.

 

What You Will Do

Research (40%)

  • Analyze regulations and policies through desktop research or other methodology to determine challenges and opportunities to apply sustainable urban mobility and to promote low-carbon transport in Indonesia, particularly in coastal Metropolitan Surabaya and Makassar.
  • Provide analysis of technical and public policy through the preparation of a comprehensive summary of regulations, sectoral reports, and official publications regarding emission inventory at National level.
  • Develop the capacity of WRI institutional knowledge on sustainable and inclusive mobility especially on coastal cities.

 

Engagement (30%)

  • Maintain and assist to foster networks of policymakers, government officials, private sectors, NGOs, and other development partners that shared the vision of sustainable and climate-resilient mobility,
  • Organize kick-off meetings, the launch of knowledge products, and monitoring visits to connect WRI with key persons at the MoT, UK Embassy, public officials, and other relevant parties,
  • Manage the expectations of external parties to be aligned with UKPACT outputs and work plan.

 

Project Management (30%)

  • Supervise the work delivery of third parties,
  • Organize meetings, workshops, and capacity building according to the work plan,
  • Prepare quarterly reports, supporting documents, meeting slides, minutes of meetings, and talking points.

 

What You Will Need

  • Bachelor’s in Urban and Regional Planning/ Civil Engineering/ Transportation Science and Engineering
  • Minimum 3 years of full-time work experience in policy review, statistics, investment, modeling, or smart system
  • Have expertise in one of these fields: policy review, statistics, investment, or transport analysis
  • Strong analytical skills and knowledge with the audacity to carry out independent analysis and draft the results into slides, blog articles, or social media postings
  • Have a clear understanding of urban mobility issues and the interrelated linkage that co-exists with land use, economics, climate change, governance, and greenhouse gas emissions
  • Ability to support discrete elements of research projects with manager guidance, e.g. systematically reviewing and synthetizing existing literature; collecting, cleaning, organizing, analyzing, and visualizing data.
  • Ability to communicate research approach and findings effectively to internal and external audience with managers guidance, with compelling presentation skills.
  • Ability to support team in fact checking communications and knowledge product, with oversight from manager
  • Ability to dissect policies in Sustainable transportation sector and the linkage with other sector policies, as well as formulate policy recommendation
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic
  • Having experience working with NGOs in the public sector is an advantage
  • Being outspoken in delivering opinions, technical judgments, or creative ideas
  • Willingness to travel to the program location in Surabaya, Makassar, or as assigned,
  • Business proficiency Bahasa Indonesia and English on both written and verbal communications
  • Legally able to work in Indonesia

 

Deliverable

  1. Produce relevant analysis works to support the development of technical analysis and engagement strategy for all UKPACT project stakeholder in both National level and sub-national level, ranging from government, private sector, academia, CSO, and other sectors.
  2. Support on planning and delivery of UKPACT Program activities such as surveys, workshops, FGD, capacity building, and public events in Jakarta, Surabaya, and Makassar.
  3. Co-produce (with Communications Team) communications product such as brief reports, social media content, and knowledge products that are linked to high-level meetings or activities delivered over the course of the program.
  4. Attending meetings and engagement activities proactively involving the UK Embassy, members of the UKPACT working group at all levels of government, the private sector, and local communities.
  5. Provide monthly report consist of work progress and achievement

 

Duration

2 September 2024 until 31 Mar 2025.

 

Terms of Payment

Daily rate-based consultant with maximum of 126 working days for the whole contract period or 18 working days per month in average

 

Contract Arrangement

Individual consultancy contract (Part-time, limited term)
