GGGI Burkina Faso is looking to recruit a consultant. This is a deliverable-based consultancy that will conduct gaps assessment in waste greenhouse gas emissions statistics and propose actions to strengthen the MRV system of the sector. BACKGROUND

Since 2018, the Global Green Growth Institute (GGGI) has been assisting Burkina Faso in its transition to a green economy, specifically in establishing an efficient Measurement, Reporting, and Verification (MRV) system as required by the Enhanced Transparency Framework of the Paris Agreement. Through a project funded by Swedish cooperation and implemented between 2020 and 2023, activities have been carried out to strengthen national capacities so that stakeholders can independently produce GHG statistics in accordance with the standards promoted by the Enhanced Transparency Framework.

The milestones set to provide the country with a robust MRV system need further consolidation in sectors such as waste management (which includes solid waste, wastewater and fecal sludge) where important gaps have been identified. In fact, Burkina Faso, like many other developing countries, relies mainly on autonomous or decentralized sanitation systems. Due to their significant diversity and the extreme variability of sanitation practices, the existing statistical system faces difficulties to address the information needs for greenhouse gas inventories in this category. Considering the combined effects of rapid population growth, urbanization intensification, and increased living standards, emissions from the waste sector, especially autonomous sanitation, could experience significant growth. Therefore, it is essential to precisely determine the emission levels in this sector to refine the country’s mitigation policies. In this context, and considering the deficiencies identified in GHG exercises, GGGI with financial support from the Bill and Melinda Gates Foundation (BMGF), has initiated a project to support Burkina Faso in fully integrating the sanitation sector into the MRV system to accurately estimate GHG emissions from this sector.

Objectives/Purpose of the Assignment:

Under the guidance of the GGGI Burkina Faso’s Country Representative in Ouagadougou, in collaboration with the Ministry of Environment, the SP/CNDD, the General Directorate of Sanitation (DGA), the Water and Sanitation Office, the Municipality of Ouagadougou and other relevant stakeholders, the Consultant will:

  • Identify and analyze gaps in activity data and emission factors used for the greenhouse gas inventories in the solid waste and sanitation sectors.
  • Identify gaps in the practices of greenhouse gas inventories exercises relating specifically to the application of the IPCC guidelines.
  • Develop an action plan for stakeholders to implement for the enhancement of the MRV system of the waste and sanitation sector.
Scope of Work:
  • Map stakeholders and initiate consultations to gain engagement and strong adhesion to the initiative.
  • Collect the documentation required to carry out the assignment.
  • Review relevant greenhouse gas sources in sanitation and solid waste categories in line with the Burkinabe context.
  • Identify and analyze gaps in activity data and emission factors used in the inventories of GHG in the waste category.
  • Identify and analyze, if any, shortcomings in the application of IPCC guidelines in the inventories of greenhouse gases for waste category.
  • Draw up a diagnostic report accompanied by an action plan for improvement, taking into account the collection of activity data, emission factors and estimation methods, to help Burkina Faso move to higher tiers in IGHG.
  • Validate the results through a national validation workshop (organized and paid for by GGGI).
Output/Reporting Requirements/Deliverables:

The Consultant will report to the Sanitation Senior Program Officer. She/he is expected to deliver the following outputs as per identified timeline and payment schedule below:

All reports must be in French and English (United States usage), prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. An executive summary in English and French should be included.

Qualifications/Experience/Expertise
  • Advanced degree (Master or Ph.D.) in a relevant analytical field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Strong analytical and quantitative skills, alongside strong synthesis, and strategic thinking skills
  • Demonstrated knowledge of 2006 IPCC manuals and guidelines.
  • Familiarity with national communications and BUR processes under the UNFCCC
  • Excellent knowledge of GHG inventory, national MRV system, national, etc.
  • Demonstrate simulation and modelling skills for GHG measurement and management.
  • Demonstrated experience in waste and sanitation sector based GHG emissions estimation.
  • At least 8 years of professional experience in technical activities related to green growth and climate change arena, and specifically in GHG emission accounting and analysis, MRV system, GHGs mitigation activities, emission trading scheme (carbon market) etc.
  • Project delivery experience, including managing the delivery of results on time and on budget.
  • Work experience in an African country with highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization is preferred.
  • Proven experience in establishing and maintaining working relations with officials and technical experts in the government.
  • Demonstrate experience and success in the engagement of, and working with both the public and private sector, especially in African region is an advantage.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Excellent written and spoken communications skills in English and French are required
