About the Position
The CAL-PSE Program is seeking a company or consultancy specialized in developing interactive dashboards focused on environmental, social, and economic monitoring of the Brazilian Legal Amazon. The dashboard will serve as a tool for monitoring, visualization, and analysis of spatial and tabular data related to land use, deforestation, biodiversity conservation, and other relevant environmental, social, and economic metrics for the program.
Scope of services
The hired company or consultancy will be responsible for:
  • Refining requirements based on user consultations;
  • Developing the dashboard interface, ensuring usability and accessibility;
  • Integrating geospatial data from different sources, including satellite images, remote sensing data, and field data;
  • Implementing spatial and temporal analysis tools for monitoring changes in land use and forest cover;
  • Ensuring that the dashboard allows data export and the generation of customized reports;
  • Providing complete technical documentation and training for the team responsible for maintaining the dashboard;
  • Conducting thorough testing in the development environment and producing results;
  • Maintaining fluid and continuous communication with the project’s designated work team;
Technical Specifications
  • User Interface: Intuitive and user-friendly, with support for multiple languages.
  • Data Integration: Ability to integrate data from various sources, such as satellites (e.g., Landsat), public and private databases.
  • Analysis Tools: Tools for spatial analysis, detection of changes in land use, time series visualization, and report generation.
  • Data Export: Functionality to export data in common formats (CSV, Shapefile, GeoJSON).
  • Accessibility: Compatible with mobile devices and modern web browsers.
Preliminary Requirements Analysis
 
Functional Requirements:
  • Import and visualization of spatial data
  • Map manipulation tools, such as zoom, pan and area selection
  • Temporal analysis to visualize changes over time
  • Custom report generation with charts and tables
  • Data and report export
  • Graphical visualization of environmental statistics, such as deforested areas, forest cover, biodiversity, and other indicators, including social and economic ones
Non-Functional Requirements:
  • Performance: Fast response time for data loading and manipulation
  • Security: Access control and data protection and security
  • Scalability: Ability to handle large volumes of data and multiple simultaneous users
  • Usability: User-friendly and intuitive interface for users with varying levels of experience
  • Maintainability: Ease of system updates and maintenance
Technical Requirements:
  • Compatibility with modern web browsers
  • Support for multiple languages
  • Integration with geospatial data source APIs

 

Requirements

Qualifications and Experience
The company or consultancy must demonstrate:
  • Proven experience in the development of geographic information systems (GIS) and interactive dashboards
  • Knowledge in satellite image processing and geospatial data analysis
  • A track record of similar projects, preferably focused on environmental monitoring and land use
  • A qualified team with expertise in web development, GIS, data analysis, and user interface design
Deliverables
  • Prototype of the dashboard for initial evaluation
  • Final version of the dashboard, fully functional and integrated
  • Detailed technical documentation, including user manuals and maintenance guides
  • Training sessions for the responsible team
Timeline
 
The project should be completed within 4 months from the contract signing, with monthly milestones for review and feedback.
Technical and Financial Proposal
 
The Interested  company or consultancy must present:
  • A detailed technical proposal, including the work methodology, timeline, and team description
  • A financial proposal, with detailed costs per project phase
Selection Criteria
  • Quality and innovation of the technical proposal
  • Experience and qualifications of the team
  • Compatibility with the available budget
  • Proposed execution timeline
