Under the supervision of the UNODC Regional Coordinator, Human Trafficking & Migrant Smuggling, based in Bangkok, the consultant will carry out the following tasks. 1. Campaign Planning and Coordination • In collaboration with the external company conduct required stakeholder mapping and research with respect ongoing information campaigns regarding trafficking into scamming (stakeholders implementing it). • Develop a detailed multi-country, campaign plan, including timelines, deliverables, adequate channels, and milestones, that the external company shall follow throughout the campaign implementation. • Coordinate with UNODC Human Trafficking & Migrant Smuggling team, ROSEAP Communications Officer, and external company at the planning stage to ensure alignment with campaign objectives and UNODC standards. • Monitor campaign implementation throughout, liaising with external company focal points as agreed. • Liaise with UNODC experts, stakeholders, and partners to integrate their input and secure their support throughout campaign implementation. 2. Stakeholder Engagement • Engage with key stakeholders, including governments, NGOs, private sector and international organizations, to amplify the campaign reach. • Foster partnerships and collaborative initiatives that support the campaign’s objectives, including, for example, with regional airlines and social media companies established in Southeast Asia. 3. Campaign Implementation • Oversee the production and distribution of campaign materials, ensuring quality and consistency. • Manage the deployment of campaign across various channels, including social media, traditional media, and through private sector partnerships. • Support organizing regional/national events. • Coordinate with country offices to adapt and localize campaign materials as needed, including translating materials into local languages. 4. Monitoring and Evaluation • Develop and implement a monitoring and evaluation (M&E) framework to assess the campaign’s impact. • Collect and analyze data on campaign reach, engagement, and effectiveness from the external company and evaluate campaign impact and success. • Prepare regular reports on campaign progress and outcomes throughout campaign implementation, highlighting key insights and recommendations. Prepare a final report once campaign ends with overall campaign evaluation and lessons learned.

Duties and Responsibilities
The purpose of the assignment is to oversee the planning, implementation, and evaluation of the awareness campaign on human trafficking for forced criminality in Cambodia, Lao PDR, Thailand, Indonesia, the Philippines, Malaysia and Vietnam and the region in general (including Myanmar). It is anticipated that the regional campaign will have a global impact, particularly through distribution of English content via available global media channels. The Campaign Manager will closely collaborate with an external production company responsible for creating the campaign materials and ensure the successful execution of the campaign’s objectives. The Campaign manager will also work closely with UNODC implementing partners (IJM and the Mekong Club) in developing the campaign and overall strategy.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in Communications, Marketing, International Relations, or a related field. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of experience in the area of campaign management, public relations, or a related area, preferably within an international organization is required. Experience in managing large-scale and multi-country awareness campaigns is required. Experience in project management, with the ability to handle multiple tasks and meet deadlines, is required. Excellent communication and interpersonal skills are required. Experience working with UNODC is desirable. Knowledge of human trafficking issues and experience in advocacy or social justice campaigns is desirable. Experience working in Southeast Asia is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations Secretariat language, is an advantage.
