Duties and Responsibilities

• Support ICC Clients’ Azure solutions, with a focus on IaaS and PaaS;
• Review technical requirements to deploy and support cloud platforms and infrastructures;
• Work in close collaboration with the remaining cloud teams in the operational activities, by taking ownership of Microsoft Azure related technologies.
• Work in close collaboration with other ICC technical teams including Information Security, Architecture, Service Management, etc.
• Draft technical documentation on the Azure services and related procedures and operations;
• Keep abreast of Azure good practices, new trends and services technologies and evaluate these for possible adoption or incorporation.
• Perform any other task as may be assigned.

Qualifications/special skills

Academic Qualification

A university degree or master’s degree from an accredited educational institution in information technology information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines.

Experience:

• A minimum of 7 years experience for a bachelor’s degree or a minimum of 5 years for a master’s degree in information technology, with significant exposure to Azure cloud services.

The candidate MUST have the following skills and experience:

• Understanding of Microsoft Azure service structure (enrolments, departments, accounts, subscriptions, resource groups) and Azure core features;
• Sound conceptual and hands-on knowledge of key Microsoft Azure IaaS and PaaS services (compute, networking, storage, databases and web apps);
• Hands-on experience on Infrastructure as Code and Automation (Terraform, PowerShell scripting, Azure Automation);
• Hands-on experience in managing Landing Zones, including hub & spoke networks;.
• Hands-on knowledge of cloud security, including tools such Microsoft Defender for Cloud and Azure policies.
• Knowledge of general architecture, deployment and administration methodologies and techniques including systems configurations, clustering, networking, OS administration (Windows/Linux), monitoring, security, etc.;
• Strong troubleshooting skills.

The resource SHOULD have the following skills and experience:
• Knowledge of design and implementation of CI/CD practices and DevOps tools (Azure DevOps, Boards, Pipelines, Repos, Artifacts, Visual Studio Code, etc.); understanding of DevSecOps principles;
• Knowledge of Azure Identity (Azure Active Directory, AAD Domain Services, Application Proxy, App registrations, etc.);
• Hands-on experience on Kusto Query Language;
• Experience with Azure Virtual Desktops.
• Conceptual and hands-on knowledge of Google Cloud Platform and/or AWS Services;

Required certifications:
• Microsoft Azure Certification(s).

Desired certifications:
• AWS/GCP Certification(s)
• ITIL certification

Competencies:

• Effective customer-facing and oral/presentation skills;
• Experience analyzing, troubleshooting, and providing creative solutions for technical issues;
• Ability to write documentation & reports
• Conflict management & cooperation

Language:

• Fluency in spoken and written English.

CONDITIONS OF SERVICE

• The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
• Remuneration for this consultancy will be1,800 USD and will depend on the qualifications and experience of the candidate.
• The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

Additional Information

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking for Consultant – Cloud Administrator – Azure.

As part of the Cloud Operations and Platform Services Unit (OPDA), the consultant will be responsible for delivering Microsoft Azure cloud technical expertise, including implementation and on-going support of Azure solutions for UNICC and its clients.
The Cloud Team is composed of Azure, AWS and GCP Engineers providing Platform and Cloud Operational Support to internal and external UN clients. The team is mainly located in Valencia and Geneva and Nearshore locations.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).
