Duties and Responsibilities
APCTT wishes to strengthen and implement its communications and outreach strategy, in line with overall ESCAP’s communications and outreach strategy, to (1) showcase its work and achievements in the area of technology cooperation and transfer for sustainable, equitable, and inclusive development in Asia and the Pacific, and (2) strengthen communication activities through ensuring effective flow of information, success stories, key messages, and action plans promptly internally and among all targeted stakeholder groups. Objective Under the overall guidance of the Head of APCTT, the Consultant will develop and execute a comprehensive communications strategy, produce diverse communication products, and maintain the organization’s social media presence across platforms including Twitter (X), LinkedIn, Facebook, Instagram, and the APCTT website. Duties and Responsibilities The duties and responsibilities of the Consultant shall be the following: 1. Assess and implement APCTT’s Communications Strategy – Assess the existing Communication Strategy as per the current needs and priorities of APCTT. – Strengthen the communication strategy to align with APCTT’s Strategic Plan 2023-2027 and ESCAP’s outreach strategy, emphasizing technology transfer and commercialization. – The revised communication strategy must clearly outline its aim and goals to be achieved, identification of target stakeholders and understanding their preferences of communication, developing key messages aligned to the organizational mandate, creation of content calendar, a clear outlining of specific communication tools for specific target audience, setting up of timelines and milestones to track progress, etc. – Prepare a communications and outreach action plan clearly specifying the actions and related parameters such as timeline, periodicity, applicable channel/ media, target audience, M&E (monitoring and evaluation) process, resource requirement, etc., and implement the action plan. 2. Content Creation – Using appropriate tools and software, design and produce appealing visuals such as images, graphics, illustrations, materials consistent with organizational guidelines to enhance APCTT’s visibility and stakeholder awareness. – Maintain and update APCTT’s social media profiles, ensuring consistent and engaging content. – Develop strategies for content distribution across relevant channels and platform and monitor engagement metrics to evaluate content performance. – Video Production: Create multiple short (max 2 minutes) and longer (max 5 minutes) videos on APCTT’s work and key technologies such as renewable energy, AI, and climate-resilient infrastructure. 3. Collaboration and Outreach – Explore and facilitate partnerships with UN organizations, government institutions, private sectors, industry groups, and academic institutions. Develop and maintain a list of outreach contact stakeholders. – Utilize social media, TIID, and ESCAP newsletters to promote APCTT’s initiatives and events. Outline content for social media strategy and increase the number of APCTT followers on Facebook, X, etc., at least by three times. 4. Design and Review Communication Material – Design Event Materials: Develop backdrop images, online event designs, PowerPoint presentations, publications, reports, and background papers. – Review and Format Documents: Ensure all communication materials adhere to ESCAP Style Guides. 5. Enhance the Visual Quality of Knowledge Products – Develop Newsletters: Create newsletters and other knowledge products, including a branding and social media strategy. – Op-Eds and Blog Posts: Write and co-author a minimum of three Op-Eds and blog posts with key partners. 6. Review and strengthen APCTT’s Digital Outreach – Review the APCTT website and social media platforms and suggest recommendations for enhancing their appeal and visibility. – Prepare and implement an action plan for scaling up digital outreach through the website and social media channels to directly disseminate APCTT content to a wide range of audiences. The suggested social media channels include Facebook, Twitter, LinkedIn, Instagram, Flickr, YouTube, and/or any other. This includes the plan for posts at varying points of time (pre-event, during the event, and post-event) for Twitter and Facebook in various capacity building activities of APCTT. – Develop innovative and out-of-the-box communication strategy, plan, and broad content for increasing the outreach and visibility of the quarterly periodical of APCTT – the Asia Pacific Tech Monitor. 7. Expert Assistance on Communication Materials 7.1. Provide expert assistance on reviewing and preparing a template of the following items (in conformity with ESCAP’s guidelines) to be used in future by APCTT: – Short flyer (one page) containing graphical/pictorial/infographic elements on the Centre. – Fact sheet (two-page) containing key factual details about the Centre. – Long brochure (two-fold item) on the Centre. – Branded PowerPoint presentation (15-20 slides) containing key info about the Centre. – Backdrop design to be used during events. – Backdrop image design to be used during online events. – Design for publications, reports, and background papers. – Design for newsletter. – Design for outreach email on Tech Monitor (quarterly publication). – A poster about the Centre (to be placed at key places within APCTT premises and at events). 7.2. Provide expert assistance on creating effective communication materials on the following items (in conformity with ESCAP’s guidelines): – Proof-read and design ‘Event Reports’ (approx. 15 pages). – Content for speeches, talking points, articles, opinion pieces, statements, press releases, containing elements of branding and communications. – Develop a digital photo record of the Centre. – Identify and source license/royalty-free images related to APCTT’s programs, activities, information materials, periodicals, and publications as and when required. – Provide advisory support to APCTT’s vendors regarding designing and formatting of APCTT’s information materials, periodicals, publications, and knowledge products. – Develop content and details for a video on the Centre of approx. 5 minutes duration, covering the introduction of the Centre, its mandate, and key work undertaken. 8. Additional Tasks – Undertake any other related tasks pertaining to branding, communication, and outreach as required. – Perform any other similar or related task(s) pertaining to branding, communication, and outreach, having similar scope and requiring reasonable effort as comparable to items mentioned above.
Qualifications/special skills
A Masters degree in Communications, Public Relations, Journalism, Marketing, or a related field. Experience in Climate Change, Environment, Innovation, Sustainable Development, Environmental journalism, International Relations related to science and technology is preferred. Skills: • Strong writing and editing skills, with the ability to produce high-quality communication materials. • Proficiency in social media management and content creation. • Experience in video production and editing. • Graphic design skills for creating promotional materials and event designs. • Ability to review and format documents according to style guides. • Excellent organizational and project management skills. • Strong interpersonal and communication skills for collaboration with diverse stakeholders. A minimum of 6 years of experience in communications, public relations, or a related field, with a proven track record of developing and implementing communication strategies. The ideal candidate will have a minimum of six years of experience in communications, public relations, or a related field, demonstrating a proven ability to develop and execute comprehensive communication strategies. Experience managing social media platforms, creating engaging content, and producing promotional materials is essential. The candidate should have a strong background in video production, graphic design, and document formatting, ensuring all communication products align with established style guides. Additionally, the ability to collaborate effectively with diverse stakeholders, including private sector entities, industry groups, and academic institutions, is crucial for enhancing APCTT’s visibility and outreach efforts.
