Result of Service
The consultancy will be required for 30 working days within the overall timeframe of 12 months. The activities will occur in line with the below table. Any variations to this schedule will need to be negotiated with the Programme Coordinator. Deliverables: • Submit one (1) document outlining recommendations for immediate measures to enhance security and protection for Criminal Justice Officials in Spanish. • Submit one (1) report on the detailed risk assessment, analyzing the capabilities and gaps of the Ecuadorian protection system and identifying entry points for strengthening the protection system; including a template questionnaire/methodology for the future replication of the risk assessment in other countries; in Spanish. • Submit one (1) capacity-building plan involving short-, medium- and long-term measures based on the needs identified in the risk assessment; in Spanish. • Submit a document with a revision of a best practices guide on protection and security for AIAMP prosecutors, to be used as training material.

Duties and Responsibilities
The Criminal Justice Specialist (Operations) will work under the overall supervision of the CRIMJUST Crime Prevention and Criminal Justice Officer to develop the deliverables in line with the below schedule. The consultant will collaborate and jointly develop the deliverables and activities with another Criminal Justice Specialist (Legal). Whereas the Criminal Justice Specialist (Legal) will focus on the Ecuadorian legal system and the prosecutorial aspects of the protection system, the Criminal Justice Specialist (Operations) will focus on the operational side and law enforcement aspects. The incumbent will perform the following substantive duties and responsibilities: A. Deliver a document outlining recommendations for immediate measures to enhance security and protection for Criminal Justice Officials, with a focus on security measures for Ecuadorian prosecutors. B. Development of a detailed risk assessment to define the capabilities and gaps of the Ecuadorian protection system, with a focus on security measures for Ecuadorian prosecutors. C. Facilitate a 2-day roundtable meeting for criminal justice officials and other relevant actors to present the findings of the risk assessment, raise awareness and sensitize regarding the recommended security and protection measures. D. Deliver a capacity-building plan involving short-, medium- and long-term measures based on the needs identified in the risk assessment. E. Provide ten (5) days of training, according to the capacity-building plan.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. • At least fifteen (15) years of professional work experience in investigating, as law enforcement or prosecuting transnational and/or serious and/or organized crime matters and/or corruption and/or international and/or Human Rights cases is required • Work experience related to the development or supervising the production of manuals, guidelines, protocols or other similar documents is required; • At least 3 years of experience in providing technical assistance and/or capacity-building advice related to victim and witness protection and/or criminal justice actors protection is desirable; • Ability to operate effectively across organizational boundaries and to maintain effective working relations with people of different national and cultural background with respect for diversity is required; • Excellent knowledge of computer software applications, MS Word, Excel, graphs and charts is required; • Previous knowledge or work with the United Nations system and/or other international organisations is desirable.
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral Spanish is required. Knowledge of another United Nations Language is an advantage.
