Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Quality Assurance Section (TCQAS) is responsible for the management of quality in TC process and policy development. It defines quality criteria, performance indicators and review mechanisms and facilitates their implementation, promotes results based management as an approach to quality, and prepares and delivers training and learning tools for IAEA staff and Member State personnel involved in the TC programme.

 

 

 

Main Purpose

 

Under the overall direction of the Section Head (TCQAS), the consultant, in close cooperation with TCQAS staff, supports the development of the TC 2000-2023 Achievement Report.

 

Functions / Key Results Expected

  • Support the development and design of a number of specific surveys to be shared with Member States to compile their input on the impact achieved through TC support.
  • Testing, troubleshooting support and monitoring of responses will be conducted to support regional divisions in dissemination the surveys and collecting the responses.
  • Support the data analysis resulting from the surveys, including data collection cleaning, validation and summary of findings by region, country and thematic area.
  • Support the data visualization of survey results through dashboards.

Qualifications and Experience

  • First level university degree in Analytical /Mathematical/Socio-economic Sciences.
  • Minimum 5 years of working experience in project management and data analysis, with a strong understanding of various project management methodologies.
  • Extensive experience with survey design platforms such as Google Forms, Microsoft Forms, and Survey Monkey, etc.
  • Proficiency in the use of data analysis and visualization tools such as Excel, Power BI, Tableau, Canva, and Visme.
  • Strong capability in generating comprehensive reports using Microsoft Word, Google Docs, Adobe InDesign, Powerpoint, etc.
  • Excellent command of written and spoken English. Knowledge of a least one other official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) highly desirable.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
