Purpose of consultancy
To review qualitative and quantitative data on drowning prevention and water safety submitted by Member States in response to a questionnaire collecting data for the Global Status Report for Drowning Prevention.
This includes performing a validation of the responses to ensure data is adequate, consistent, and correct and provide written feedback where necessary. Analysis of qualitative and quantitative data will also be conducted to identify trends and report back to key stakeholders.
Background
Over the past decade, drowning has caused over 2.5 million preventable deaths globally, with nearly one quarter of these deaths occurring among children aged less than 15 years. Over 90% of drowning deaths occur in low- and middle-income countries.
In response to Member State requests, WHO is coordinating the development and delivery of a first global assessment on drowning and its prevention. The resulting report will be the first of its kind to measure country specific magnitude of drowning, as well as to assess the implementation of specific evidence-based interventions to prevent and respond to drowning, at the global level. It is critical to accurately understand the burden and context of drowning in order to develop and implement effective, localized drowning prevention solutions and to successfully advocate on the impact of this preventable public health issue.
WHO believes that standardized information on the country specific evidence–based interventions to prevent and respond to drowning will be instrumental to informing and scaling-up national and regional advocacy and action on this neglected public health issue.
Specifically, data collected through this project will investigate:
- Best available data on burden and context of drowning at national levels;
- Stakeholders and partners who are critical to involve in drowning prevention efforts; and
- Existing evidence-based interventions to address priority risks for drowning, through strategies, policies, legislation and programmes.
Deliverables
- Deliverable 1: Work with the validation team to review questionnaire responses from each Member State to ensure data is adequate, consistent, and correct, and provide written feedback to Member States where necessary through the recommended feedback channels. Feedback processes may vary by region or country. All questionnaires should be validated and returned within 48 hours of being submitted. Multiple round of validation may be required where countries submit new responses.
- Deliverable 2: Collate and model submitted drowning burden data from countries to identify trends and produce updates for key stakeholders. This will be ongoing throughout the validation process.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- First university degree in public health, public policy, statistics, data science or any related field.
Experience
Essential:
- At least four years of quantitative and qualitative data analysis experience, preferably including experience in an epidemiology or public health setting.
Desirable:
- Experience analysing a diverse range of policy data.
- Experience working in an injury prevention context.
- Previous experience working with the WHO or other UN agencies.
- Experience working on a complex project, managing a number of separate workflows and dealing with a range of stakeholders.
Skills/Knowledge:

- Ability to perform rapid review and assessment of data from various global contexts.
- Ability to analyse qualitative and quantitative data.
- Ability to form conclusions and make recommendations from information provided.
- Ability to work independently and deliver high quality work on time.
- Ability to work within dynamic timelines.
- Proficiency in Outlook, MS Word, and Excel.
- Excellent inter-personal skills and strong communication skills.
- Ability to work independently.
- Knowledge of unintentional injury prevention and drowning prevention.
- Familiarity with the goals and procedures of international organizations (UN system, donors, nongovernmental organizations).
Languages required:

- Intermediate knowledge of another official UN language.

Band level A-USD 198 – 349 per day.
