About the position
The Alliance is seeking to recruit a Consultant – Data Management and Open Science who will be responsible for supporting the Data Management team within the PISA4Impact Program to manage data and information products for the Asia region with the institutional research data life cycle. The incumbent will ensure that research teams implement all relevant research data and information management requirements according to the data management and open access policy and organization guidelines. The desired candidate should be an innovative, dynamic professional able to work independently with minimal supervision and participate as a team member in accomplishing duties.
Key responsibilities
- Support the Data Management team to oversee and manage the entire institutional data life cycle for the Asia Region. The incumbent will support research projects by applying data governance policies and procedures in research processes;
- During the data management planning process, the incumbent will guide and ensure that research teams implement all relevant research data management requirements. These requirements include implementing data management and sharing plans at grant initiation and ensuring researchers plan for data storage in conjunction with the Technology Integration team;
- Participate in data curation, cleaning, documentation, and publishing in the Institutional Repository Dataverse and any other approved data repositories;
- Create guidelines and training plans and implement and support in-house capacity building in research data management and open science;
- Assist when required to update the CGSPACE institutional repository and other information management systems.
Requirements
Required qualifications and experience
- University degree in Computer Science, Information Systems Management, or related fields;
- At least three (3) years of relevant work experience in a closely related field. Experience gained in an international organization will be an advantage;
- At least three (3) years of hands-on experience in data management with expertise in different database management systems, SQL, Cloud APIs, and Data Services;
- Experience in computer programming in either Python, R, or PHP programming languages. Knowledge of Web Application programming will be an advantage;
- Project Management certification will be an added advantage.

Terms of contract
This is a consultant position that will be based in Los Banos, Philippines and available for Filipino nationals only. Contracts are issued and renewed annually, based on performance and availability of project resources.
