Consultant-Development of technical assistance modules for capacity development and supervision of Community Facilitators in Agroforestry Concessions schemes in Peru

Overview

This study is part of the project “Pilot of rural technical assistance services in support of Agroforestry Concession system” (GTZT 1365 PARA) implemented by ICRAF in the Peruvian Amazon. The current service builds on initial consultancy work undertaken between September 2022 and June 2023, within the framework of the “AgroFor Project: Enabling Multi-level Implementation of an Innovative, Transformative Policy”, which sought to review and improve a set of participatory diagnostic tools as part of the innovative approach to technical assistance and rural advisory processes developed under PARA to support farmers enrolled in agroforestry concessions. One of the central mechanisms for local technical assistance networks is the training of community facilitators (focal points) to engage in supporting a structured participatory process facilitating access to knowledge with the support of a toolkit centered on 7 steps The process is articulated around seven steps (modules): • Step 1 Scoping and planning visit. • Step 2 Participatory diagnostic workshop. • Step 3 Training on the legal scheme. • Step 4 Community validation and agroforestry visioning workshop. • Step 5 Building networks of agroforestry actors to support technical assistance. • Step 6 Fostering community agroforestry groups and developing local technical assistance workplan. • Step 7 Technical Assistance and Co-Design.

Duties and responsibilities

Based on the piloting work and advancement generated in the intervention communities by the CIFOR-ICRAF team the consultant will be responsible for leading the completion and final write-up of the following sections of the CUSAF technical assistance toolkit (8 days): i. General facilitation guidelines (forward) ii. Selection and engagement of community facilitators iii. Step 4 Community validation and agroforestry visioning workshop – existing document iv. Step 5 Building networks of agroforestry actors to support technical assistance v. Step 6 Fostering community agroforestry groups and developing local technical assistance workplan. The consultant will also review and provide inputs to (6 days): i. Table/graphical representation of modules and tool structure ii. Step 3 Module on Legal Mechanism (Meeting with team and SPDA, based on existing material) iii. Glossary and general concepts section iv. Step 7 Approaches to Technical Assistance and Co-Design with examples of outputs v. An annex with a full case study across the various modules vi. Review of the existing modules Step 1 (scoping visit) and Step 2 (participatory diagnostics) vii. Finalize inputs on risk matrixes, editing, photos and visuals, descriptive tables, and final review – refine the list of materials and instructions throughout the sections. Requirements Demonstrated working and research experience on RAS, structured engagement and participatory farmers centered processes, CIFOR ICRAF approaches to Option by Context scaling processes. Familiarity with Agroforestry Concession schemes and rural context in the region of the PARA project intervention Good English and written Spanish and English
