Under the guidance of the Coordinator, Health Information and Intelligence (HII), and Director of Data, Strategy, and Innovation (DSI), the incumbent shall assist the HII Team in meeting preparation, documentation, and report consolidation and finalization, related to (1) Digital Health expert consultation; (2) Country consultations and development of CRVS strengthening plans including ICD-11 transition plans.
The pioneering WPRO Regional Action Agenda on Harnessing e-Health for Improved Health Service Delivery in the Western Pacific was endorsed by WP RC69 in 2018 making it one of the first regional action agendas of its kind. The Global Strategy on Digital Health 2020-2025, endorsed during the Seventy-third World Health Assembly, details the strategic objectives and framework to advance digital health for strengthening health systems and improving health for all.
The demand and use of digital health interventions have grown exponentially in recent years. During the COVID-19 pandemic, digital health solutions have been deployed for contact tracing, managing healthcare resources, and disseminating credible health information. To guide the global strategy implementation in the Western Pacific Region (WRP) as well as to remain relevant with the rapid development of digital health for the past 5 years after the Regional Action Agenda was released, it’s important to consider updates to the Regional Action Agenda to renew the WPR digital health vision after the pandemic and develop a concrete roadmap to achieve this vision. This is critical to ensure digital health activities across the region are striving towards a unified goal, adhere to a standard set of principles, and are creating measurable health impacts in the Member States.
Preliminary technical support was provided by the WHO Regional Officer in the form of landscape assessments, digital health competency courses, etc. to meet emerging needs in the Member States. There is now a need to build on and have a systematic approach.
To continue to support the Member States’ requests in digital health and CRVS, we are looking for a consultant to work with WHO Regional Office and country office to match the emerging needs.

The consultant will work onsite under the overall guidance of DSI/HII WHO/WPRO.
Output 1: Assist the HII team with the preparation, documentation, follow-up discussions, and report consolidation of the Digital Health expert consultation
Deliverable 1.1: Coordinate and liaise with digital health experts in conducting pre-meeting consultations
Deliverable 1.2: Consolidation of experts’ advice on concrete contributions in addressing key questions on how the Region can leverage using digital technologies for better health
Deliverable 1.2: Support expert consultation and follow-up discussion arrangements including report finalization
Output 2: Provide support to the HII team in developing country CRVS strengthening plans
Deliverable 2.1: Coordinate and support consultations with priority Member States identified for CRVS strengthening
Deliverable 2.2: Support with the capturing of key content related to the current CRVS status/maturity of the countries
Deliverable 2.3: Support in developing country-specific CRVS strengthening plans
Education
Essential: University degree in organizational, business, project, or office management, health policy, public health, or related field from a recognized university.
Desirable: Masters level degree in the above areas
Experience
Essential: At least two years experience in coordination and project management
Desirable:
· Experience working with international organizations, including WHO and other UN agencies.
· Experience working in the Western Pacific region
· Excellent communication, coordination, and project management skills
· Good knowledge and skills in report writing and structural thinking
· Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct
· Persistence in following up, tact, and diplomacy to work with international personnel
